Description
NO PHONE CALLS. SUBMIT ALL QUESTIONS TO SPOLK@CC.NIH.GOV Background Information The National Institutes of Health (NIH) is the nation?s foremost federally funded biomedical research institution. It is comprised of twenty-eight institutes, centers, and divisions. The NIH Clinical Center has a 240 bed federally funded biomedical-research hospital and is part of the NIH campus in Bethesda, Maryland. The CC is the delivery setting for NIH intramural clinical research protocols. Patients are admitted to the CC for the sole purpose of participating in clinical research trials. The CC admits patients from all over the world for clinical trials and natural history studies. The CC accommodates about 7,000 inpatients and 100,000 outpatient visits a year. Requirement The Clinical Center has a requirement for a contractor with extensive experience and demonstrated skill in project management, content management, information architecture, back-end technologies development tools (including Collage content management system), databases, web page development, graphic design, section 508 compliance, adobe acrobat, internet//intranet technology, process control and workflow. Specifically, the Contractor shall be responsible for the following ? Identifying, developing and documenting requirements for the implementation of the content management system, Collage. ? Meeting with department representatives to gather requirements prior to migrating sites into Collage. ? Overseeing the importing of new sites into the Collage tool. ? Setting/modifying project level permissions when necessary. ? Formatting/preparing the sites for content contribution which includes creating masterpages, managing assets, creating asset queries, reformatting html pages into xml pages, adding meta data where appropriate, modifying file properties, and creating a site structure for each imported site. ? Establishing standard operating procedures as they relate to Collage tasks (e.g. how to name content contribution folders, where image directories live, where master style sheets and masterpages live, etc.) ? Defining section 508 standards and creating a 508 checklist for evaluating web page prior to going to production. ? Defining workflow processes and modifying them as necessary. ? Creating end user (content contributor) training manuals and 'how-to' guides. ? Training the end user (content contributor) on the use of Collage and the workflow process. ? Ensuring the site documentation is generated. ? Developing developer/designer 'how-to' guides. The contractor must be located in the Washington, DC Metropolitan area. It is estimated that the contractor will work approximately 25 hours per week, Monday through Friday between the hours of approximately 9 am ? 2 pm. As requested by Project Officer, the contractor shall be required to be on-site for scheduled web team meetings, meetings with department representatives and training CC employees in the Collage application approximately 3-4 times a month. The contractor will have 24 hours notice of meetings. The period of performance shall be from April 15, 2005 through Jan 20, 2006. The contractor shall provide an individual with the following qualifications, which should be described in detail with the quotation: ? More than 10 years of web/internet experience ? Advanced degree in related field (such as telecommunications or information technology). ? Demonstrated experience with the following: ? Merant Collage including the following tasks: - .xml technology - migrating existing static website into Collage content management system. - incorporating design time components into sites - identifying and resolving shadow assets - setting up masterpages - setting up asset queries - setting up document definition files - setting up folder definition files - creating edit and deploy layouts - creating alternate layouts - defining specific asset types - monitoring tasks, setting up task templates with appropriate workflow cycles - managing .site files - administering project user, project groups and system groups? permissions ?Citrix ? Website design and development ? Creating pdf files that meet Section 508 requirements ? Creating accessible websites that meet all of the Section 508 requirements. ? Familiarity with the ?OMB Policies for Federal Agency Public Websites? ? Server Side includes ? Java Script ? Graphic design ?
