Description
The National Institute of Environmental Health Sciences (NIEHS) is soliciting proposals for the purpose of 1) pursuing protein biomarker discovery in subcellular tissue fractions of target tissues or accessible biological fluids such as serum or plasma as a result of toxic insult or disease and, 2) to achieve mechanistic insights as implicated or demonstrated by changes in proteins as a result of experimental treatments or in studying environmental models of disease. Specifically, the Contractor shall perform proteomic analysis which includes 1) preparation of tissues(s) and serum or plasma; 2) protein analysis; and 3) protein identification. Offerors are encouraged to propose a primary proteomic technology and be capable of using or acquiring additional proteomic platforms (possibly via subcontracts) and to demonstrate the offerors experience with and which substantiate utility of the approach for biological studies for protein expression, identification and characterization of various tissues and of one or more subproteomies. One award is anticipated with an award date of January 31, 2006. The period of performance is expected to be two (2) years with three (3) one-year optional years. For estimating purposes the Government estimates the level-of-effort for the base contract (2 years) as follows: 5,408 direct labor hours per year as Senior Professional (2,704/year) (i.e., Principal Investigator, technical analysis leader, bioinformatics leader); Other Professionals - 20,800 direct labor hours (10,400/year) (i.e., laboratory technician); Administrative Support - 1,040 direct labor hours (520/year) . The estimated level-of-effort for each option (three (3) one-year options) are the same for each year as follows: 2,704 direct labor hours per year as Senior Professional (i.e., Principal investigator, technical analysis leader, bioinformatics leader); Other Professionals - 10,400/year (i.e., laboratory technician); Administrative Support - 520/year. The anticipated release date of the RFP is March 22, 2005 with proposals due May 5, 2005. Interested firms should telefax a request for RFP NIH-ES-05-06 to the attention of Ms. Jo Ann Lewis, Contracting Officer at (919) 541-2712 or send an e-mail request to lewis9@niehs.nih.gov. The electronic version of the FedBizOps synopsis is available on the Internet at http://www.niehs.nih.gov/dert/rcb/rfp.htm. An electronic copy of the RFP will be posted to this site on or about March 24, 2005. This requirement is unrestricted. NAICS is 541710.
