- The National Institute of Environmental Health Sciences intends to award a sole source purchase order to Duke University, Durham, NC, pursuant to 41-U.S.C. 253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor must demonstrate the ability to provide rapid response publishable Director-level research finding support services to collaborate efforts that the government seeks to maintain through the use of a sole source. This is a non-commercial procurement for preparing, writing, and producing scientific/research papers, manuscripts, publications, graphics, slides, tables, graphs, and posters, as a result of research conducted by Director-level researcher. The individual providing the technical writing and editing services must meet the following criteria: Be knowledgeable and experienced with Director-level researcher's world-wide collaborations and research projects; has supported interactions between Director-level researcher and his world-wide collaborations; have experience with editorial staff for various journals that Director-level researcher has connected with and supported his interactions with editorial staff for various journals and scientific societies; served as a representative for Director-level researcher to various scientific societies as well as journals; and assisted him with writing manuscripts, papers, and editorials. The purchase order will be issued for the initial year and one option year. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice to Elaine W. Shoaf at the above address or fax 919 541-5117 for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Duke University. The NAICS Code/Size is 561990/$5.0M. This procurement is to be processed using Simplified Acquisition Procedures.
