Description
The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive Request for Proposal (RFP) for the services of identifying the hardcore non-user of safety belts segments of the population, conduct in-depth research of these segments to better understand their reasons for non-use, conduct small scale consumer testing of safety belt messages and recommend public information strategies, messages and delivery mechanisms that can affect positive behavioral change. The Contractor shall provide all the necessary equipment, facilities and qualified staff to recommend new strategies and innovative forms of communications to reach effectively those segments of the population who comprise these hard-core non-users of safety belts. It is contemplated that a Cost Reimbursement Contract will be awarded for this effort. A period of performance for 12 months is contemplated for this procurement. Electronic copies of the RFP and any other documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site or URL for the FedBizOpps page is www.fedbizopps.gov or the GSA Electronic Posting Service (EPS) at http://www.eps.gov. It is the Offeror's responsibility to monitor the Internet sites for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. Estimated date for release of solicitation is on or about April 8, 2005.
