- This is a Request for Information (RFI) only. The Office of Military Cooperation-Afghanistan (OMC-A) Defense Operations Sector (DOS) Air Corps Plans Team requests assistance in identifying candidate solutions for Presidential Airlift (PA) for the Islamic Government of Afghanistan?s Ministry of Defense (MOD). OMC-A is supporting the newly established Islamic Government of Afghanistan (IGOA) to develop the MOD and the Afghan National Army (ANA), which includes an Army Air Corps. The first approved Air Corps mission is to obtain a Presidential Airlift capability to transport the President within the country?s borders by Oct 2005. The OMC-A Air Corps Plans Team is interested in obtaining information from industry on innovative, cost effective, enduring solutions that will form the basis of an organic Afghan PA capability, and that have inherent flexibility or scalability to support additional potential ANA Air Corps missions. See attachment for all details. This RFI should provide no basis for speculation that a Government contract may result from any information submitted or that it will entitle the submitter of the information any special consideration for any future business with the Air Force. The USG does not presently intend to award a contract, but wants to obtain price, delivery, and other market information, or capabilities for planning purposes. The information obtained as the result of this RFI is for planning purposes only and does not constitute a solicitation. It does not constitute an invitation for sealed bid or request for proposal, nor is it to be construed as a commitment by the United States government (USG). Responses to this RFI are not offers and cannot be accepted by the USG to form a binding contract.
