Description
This Federal Business Opportunities (FedBizOps) announcement constitutes a Notice of Proposed Contract Action for the purpose of extending the ordering and performance periods for the Reconnaissance, Intelligence Ground Systems (RIGS) Products and Services (RPS) contracts with Lockheed Martin Corp. (F19628-97-D-0008) and Raytheon Corp. (F196280-97-D-0009). The contracts' ordering periods will be increased by three years by changing the current ending date from 31 December 03 to 31 December 06. The contracts' periods of performance will also be increased by three years by changing the current ending date from 31 December 04 to 31 December 07. This change will not increase the ceiling price of the two contracts. The extension is a contract action required to provide for the acquisition of upgrades to existing subsystems, Ground Control Processor (GCP) and Deployable Ground Intercept Facility (DGIF), which were developed and fielded by the aforementioned contractors, as parts of the Distributed Common Ground Station (DCGS). The anticipated upgrade candidate planned for functional integration into the two subsystems is the Airborne Signals Intelligence Payload (ASIP). The ASIP sensor program is a development effort centered on providing a near-term SIGINT capability on-board the Air Force Special and Global Hawk platforms. Its development period will proceed thru 2007. The scope of the subject RPS contract is concerned with ground-based ISR solutions, similar to the planned upgrades. The Government intends to contract with Lockheed Martin and Raytheon as the only holders of RPS contracts under the authority of FAR 6.302-1 (a) (2) (ii) (A) and (B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements".
