Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (iv)The NAICS is 611420 (Computer Training), this is an unrestricted action, where SBA is concerned. (v) Line It em 0001 Base year: 14 May 2005 to 30 September 2005 (Phase I). All course development instruction, staff travel, consumable materials, equipment, textbooks and administrative support to complete Phase I of 74B training and education. Line Item 0002 Option year 1: 01 October 2005 to 30 July 2006 (Phase II). All course development instruction, staff travel, consumable materials, equipment, textbooks and administrative support to complete Phase II of 74B training and education. (vi)The Delaware Army National Guard has a requirement to provide a course that exceeds the standards for the U.S. Army Military Occupational Specialty (MOS) 74B, Information Systems Operator-Analyst Course. The provider of the education/training may use a combination of instructor-le d classes, computer labs and/or computer-based training. Topics must include computer fundamentals, operating systems, data communications/networking, UNIX system administration, Windows 2000, and TCP/IP. The creativity of the vendor is called upon, to d eliver the material in the most logical flow-path. For example, computer fundamentals can be delivered, before more technical information is presented, so all students are considered fundamentally sound. Further, LANs/WANs, routers, switches and informat ion systems security must be covered. A CAPSTONE event, which permits the students to demonstrate their proficiency, in a simulated tactical environment, must be included in the second AT period. Every attempt at adhering to the proposed schedule of date s, should be made, but, based on student feedback, additional dated can be inserted. The vendor must be open to adding and removing dates, locations and times. Interested parties can email or call CPT Scott A. Soucy, for a copy of the Program of Instructi on (POI) and proposed course dates, which will further assist in the development of the course. Since the required topics mirror civilian information systems technology, course completion should result in the awarding of no less than 24 semester hours of college credit, with the potential for the award of a Network Associate Certificate to each participant that completes the program. Ideally, the vendor will propose a solution that includes a combination of their institutions classroom, computer lab f acilities and those classrooms located at the State Headquarters, Delaware National Guard, One First Regiment Road Wilmington, DE 19808-2191. The intent is to award a firm fixed price contract with a base year (Phase I) and one option period (Phase II), b ased on the availability of funds. (viii)The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this acquisition. (ix)The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price and other factors considered under authority of FAR clause 52.212-2 Ev aluation Commercial Items. Evaluation will include past performance (developing/providing this type of training to industry and other government agencies), price, semester credit hours awarded, industry accepted certificate(s) awarded, the mix of on-site a nd off-site teaching location(s) and the ability to enter into an agreement (Memorandum of Agreement (MOA)) between Ft. Gordon on actually how many semester college credit hours will be awarded (contact CPT Scott A. Soucy for an example of the MOA) in desc ending order of importance. The Government may perform a site visit of the facility prior to award of the purchase order to evaluate the overall quality of the facility and location.
