Description
Technical Questions: Mr. Charles Grainger, 912-652-5642 Contractual Questions: Ms. Kosha Jones, 912-652-5108 NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the Inter net after solicitation issuance. Description of work: This solicitation is for the construction of an integrated barracks complex not only including buildings but utility infrastructure, roadways, parking, etc. The Primary Facilities will consist of two four-story barracks buildings, one dining facility, one Company Operations Facility, (COF), two Group Headquarter Buildings, one Command Headquarters Building, two double Battalion Headquarters buildings, and two single Battalion Headquarters buildings. Supporting facilities include utili ties, storm drainage, site demolition, traffic controls, parking, and site improvements. Options will not be included in the contract. This project will be solicited and procured using a Performance-Price Trade-Off (PPT) Request for Proposals (RFP) in ac cordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Price will not be scored, but will be a f actor in establishing the competitive range prior to discussions (if held) and in making the final best value determination for award. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. Relative importance among technical factors. Fact or 1: Construction Relevant Specialized Experience: This factor is more important than factors 2 and 3. Factor 2: Construction Past Performance: This factor is more important than Factor 3. Factor 3: Construction Duration. The estimated magnitude of this project is between $25,000,000 and $100,000,000. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation wi ll be issued in electronic format only and will be available on or about 12 April 2005 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc .) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
