- This is not a solicitation announcement and this notice does not constitute any commitment by the Government. This market research and sources sought notice is to identify potential for an adequate number of small business sources (including 8(a), S ervice-Disabled Veteran-Owned, and HUBZone firms) that are interested in submitting a proposal and that are capable of meeting the requirements of serving as one qualified prime architect-engineering firm on an indefinite delivery contract to provide cost engineering services. The North American Industry Classification System (NAICS) code is 541330. The small business size standard is that average annual receipts for its preceding 3 fiscal years must not exceed $4.0 million. Professional cost engineering services include, but are not limited to, cost engineering, cost estimating, program and project management, planning and scheduling, cost and schedule performance measurement and change control, and value engineering. These services are required to supp ort the COE HTRW, civil works and to support the Corps in their support to other agencies such as, but not limited to, Department of Energy (DOE), environmental restoration (ER), waste management (WM), decontamination and decommissioning (D&D), Office of Site Services (OSS) and Office of River protection (ORP). Knowledge and experience will be necessary to complete required work in the use of micro-computer cost estimating system M-CACES Gold computer software, and the corps new estimating software MII., COE and DOE work breakdown structure, activity based cost (ABC) estimating techniques, baseline cost estimating, risk analysis, critical analysis and scheduling techniques. Professional qualifications, experience, and capability are required to provide co st engineering services from the planning phases through final project completion. Experience with COE HTRW and civil works project cost engineering. Experience with DOE ER, WM, D&D, OSS operation, ORP operation, critical analysis, maintenance, and const ruction cost engineering. Technical knowledge and experience in the use of COE regulations and publications that support the cost engineering services. Technical knowledge and experience in the use of DOE regulations and publications that support cost en gineering services. The information package submitted needs to include professional qualifications of firms staff and consultants; demonstrated capability and capacity of the firm to perform the above work to meet short suspense dates. SUBMISSION INSTRU CTIONS: Interested firms should submit a current SF330, Part II and documentation describing relevant qualifications, capabilities and experience. This documentation should include the names of clients including point of contact information, the type an d estimated value of projects and the date the project was completed.
