This is a combined synopsis/solicitation/sole source for non-commercial items. This announcement serves as a notice of intent to solicit and negotiate with only one source under the authority of FAR Part 6.302-1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The Government intends to award to the California State Water Resources Control Board (Board), Division of Water Rights due to the fact that this is an inherent State government function and can only be provided by the State of California. The Bureau of Reclamation (Reclamation) possesses water rights, and requires water rights to perform its mission of moving water from water sources to water users within the State of California. Water rights in California are legal rights created by State of California law. The Board has the legal responsibility under California law to provide water right services for those possessing or desiring them in California, under State Water Code Sections 174, 175 and 179. Such services are necessary to enforce Reclamation's water rights or to defend against entities that dispute Reclamation's water rights. The period of performance is from April 1, 2005 to March, 31, 2010. All inquiries and concerns must be addressed by e-mail to the Contract Specialist/Margaret Kirkpatrick at mkirkpatrick@mp.usbr.gov.
