- THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. NAVAIR Lakehurst is seeking potential sources, industry comments, and product information for the acquisition of the development and deployment of a Re-systemized Metrology and Calibration (METCAL) Information System (RMIS) for the Naval Air Systems Command (NAVAIR) Metrology Automated System for Uniform Recall and Reporting (MEASURE) Program Office (MPO). Navy and Marine Corps METCAL Information Systems (METCAL IS). The METCAL IS supports the business processes for the Department of the Navy (DoN) metrology and calibration services enterprise. The user organizations that comprise the enterprise are NAVAIR, Marine Corps System Command (MARCOR), Naval Space and Warfare Systems Command (SPAWAR), and the Naval Sea Systems Command (NAVSEA) including Radiation Detection, Indication and Computation (RADIAC) and Strategic Systems Programs (SSP). The calibration business processes of these organizations are relatively common; the differences are driven by mission requirements. RMIS will replace legacy Navy and Marine Corps METCAL Information Systems (METCAL IS). It will fix the performance problems of the legacy systems, be web enabled, and support the enterprise more completely by including additional capabilities in the business areas of finance, management, and production job control. The data gathered by the RMIS will be used for DoN program budgets, calibration facility workload planning and analyses, configuration change documentation, reliability analyses, interval analysis, engineering studies, and to trace measurements from the end user to standards maintained by the National Institute of Science and Technology (NIST). RMIS will recall, track, and report status of all Navy and Marine Corps metrology assets throughout their life cycle. It will capture the history of calibration and repair events on each asset as it completes its calibration cycles. This data will be used for asset life cycle metrology engineering. RMIS will report work in process, status, inventory, history, readiness, business, and financial information for laboratory and asset managers at all command echelons within the DoN. RMIS will provide calibration laboratory / facility managers the capability to manage their business activities such as production planning, scheduling, and control; resource loading and workforce skills management functions. There are interface requirements to time, attendance, and payroll (civilian and military) applications. The scope of operations is worldwide, current legacy Automated Information Systems (AIS) applications provide services for Navy and Marine Corps laboratories in the continental United States, shore facilities overseas, and deployed fleet units. DoN sponsors approximately 500 calibration laboratories ashore and afloat ranging from one technician on afloat units to well over 100 technicians at larger depot level maintenance facilities. The central objective of the system is to provide an enterprise capability for all DoN calibration facilities to carry out the business of calibrating and centrally managing Test and Monitoring Systems (TAMS), Test, Monitoring and Diagnostic Equipment (TMDE) and calibration standards using a single information knowledge management system. The goal is to provide a single integrated METCAL AIS that is common to all Navy organizations performing calibration and /or calibration management that will 1) Support to the Navy-wide set of calibration business rules, 2) allow data access to all users according to their needs, 3) Improve data quality, 4) Provide a single point bench-top or portable-unit data entry with simplified user interface, 4) Make available the necessary and specific calibration data at the technician's fingertips, 5) Provide near real-time performance and system-wide data synchronization, 6) Provide laboratory management functions, 7) Have the capability of capturing all calibration data whether manually or automatically generated, 8) Capability to develop inventory packages for units leaving geographic area, and 9) Control data and functionality at the units while deployed. Detailed information about the RMIS is available upon request from the MEASURE Program Office. The MPO is interested in technology that can provide the capabilities required. The MPO and the METCAL AIS Standing Committee may hold an industry day to discuss this RFI with interested potential respondents. Details will be made available at a later date to the respondents of this RFI, if an industry day is held. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government.
