Description
This is a pre-solicitation notice. This procurement is unrestricted - open to large and small business concerns and is therefore subject to Federal Acquisition Regulation clause FAR 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The contract resulting from this solicitation will be combination firm fixed price lump sum (ffpls) an indefinite quantity (iq) contract for Preventive Maintenance, Repair and Certification Services for three each fire trucks at the Philadelphia Naval Business Center, Philadelphia, PA 19112. The Contractor shall provide all necessary labor, material, supervision, equipment and supplies necessary to perform preventive maintenance and inspection (PMI), perform repairs, and provide testing and certification of the vehicles, pumps and tanks. The work includes the performance of Firm Fixed Price work such as: preventive maintenance (PMI), state inspection and certification. The work includes the performance of Indefinite Quantity Work such as: service calls, repairs and alterations. The performance period is for a base period of 12 months from date of commencement, and (4) 12-month option periods, which may be exercised by the Government. The total contract term including the exercise of options shall not exceed 60 months. The North American Industry Classification System (NAICS) code is 811198 and the size standard is $6.0 million. Per the Debt Collections Improvement Act of 1996, the DFAR requires all contractors to be registered in the Department of Defense Central Contractor Registration (CCR) Database. Be advised that failure to register in the CCR makes an offeror ineligible for award of DOD contracts. The estimated date for issuance of the invitation for bids (IFB) is 21 March 2005. In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to the electronic medium. Hard copies will not be available. The address for downloading this solicitation is www.esol.navfac.navy.mil. You must first create an account. You may view the site without an account, but you will not be able to register for a solicitation unless you have an account. Once registered, when the Request for Proposals package becomes available, you will receive an email informing you when the IFB package becomes available. An official planholder's list will be maintained on-line and can be printed from the website. Notification of any changes to this solicitation (Amendments) shall be made on the internet. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitation plans and specifications.
