- PRESOLICITATION NOTICE: The U.S. Environmental Protection Agency (U.S. EPA) has a requirement for Economic Analyses and Control Strategy Development for Air Pollution Control Regulations support. This effort will be performed within the context of the Clean Air Act (CAA) and related environmental statutes; the Paperwork Reduction Act; the Unfunded Mandates and Regulatory Reform Act; the Small Business Regulatory Fairness Enforcement Act (SBRFEA), including Congressional Review Authority and its amendments to the Regulatory Flexibility Act; and relevant Executive Orders and Office of Management and Budget analysis guidance; and international agreements and protocols. In terms of the CAA, the effort includes the development of methods and analyses in support of regulatory and policy development, or proposed congressional legislation which include, but are not limited to, National Ambient Air Quality Standards (NAAQS), New Source Performance Standards (NSPS), Standards for Air Toxics, National Emissions Standards for Hazardous Air Pollutants (NESHAP), Volatile Organic Compound (VOC) rules, New Source Review, Regional Haze, Federal Operating Permit and Implementation Plan Rules, components of reports to Congress, and other regulatory standards to control air pollution (i.e., mobile source programs, regional body policy actions, and cross-media programs). The support will primarily require the contractor to: prepare profiles of affected entities; conduct control strategy analyses; conduct economic analysis; conduct benefit analysis; conduct information collection analyses; conduct regulatory impact analyses; develop analysis methods and tools; conduct sensitivity analysis and uncertainty/variability characterization; conduct surveys and focus group sessions; provide data base support; develop and deliver analytical computer models; provide graphical information systems (GIS) support; conduct training on models or methods and provide support for modeling and software development; review data inputs and technical support documents; prepare docket materials and reference documents; provide support for responses to public comments; revise analyses and related documentation; review and revise resource manual; review and revise EPA cost manual; and, provide technical and administrative support for workshops, seminars, meetings, public hearings, and peer review panels. EPA anticipates the award of a cost-plus-fixed-fee, level of effort contract with a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty (60) months for a total of 90,000 labor hours consisting of a base requirement of 8,000 labor hours and four twelve-month options of 8,000 labor hours each. In addition, the contract allows for options to increase the quantity of hours for the base and four option periods by10,000 labor hours in each period. The associated North American Industry Classification System (NAICS) code is 541620 with a size standard of $6M in average annual receipts over the last three years. Proposals will be due approximately 30 days after issuance of the solicitation. This is a follow-on to contract number 68-D-99-024 with Research Triangle Institute.
