Description
NASA/MSFC has a requirement for Titanium Matrix Composite (TMC) Material test articles. This effort will procure TMC test articles appropriate for a Mars aerocapture spacecraft. The test articles will require fabrication, design consultation and production by FMW. Additionally, the TMC test articles will incorporate "CeramARC? Aero Surface material which will be used in the production of the TMC test article. The total estimated period of performance is one year. NASA/MSFC intends to purchase the items from FMW Composite Systems, Inc., 1200 West Benedum Industrial Drive, Bridgeport, WV 26330. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. FMW Composite Systems is currently the only company in the United States which is producing TMC. Additionally, FMC is the only company in the United States that has the experience in fabrication, testing, consultation and production on TMC Test Articles. Additonally, FMW Composites, Inc is sole producer of the "CeramARC?. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 18, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. It is requested that interested organizations notify the point of contact within 6 days of this notice of their intent to submit their capabilities and qualifications for evaluation. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
