- NASA/JSC has a requirement for the manufacture, installation, and configuration of two (2) antenna test positioner control systems, two (2) polarization positioners, and all associated hardware and software necessary to interface with existing JSC positioners and software. NASA/JSC intends to purchase the items from Orbit FR Inc. Some of the current Antenna Test Facility (ATF) hardware and all of the current software was manufactured by Orbit FR, Inc. This software has been in use in the B14 Antenna Test Facility for over 20 years and is well-known by all ATF personnel. Choosing any vendor other than Orbit FR, Inc. for this acquisition would require transitioning to software provided by that new vendor. Aside from added cost, the transition time to learn the new software would prohibit the ATF from performing antenna tests that are needed by various NASA programs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 3/09/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
