- NASA/JSC has a requirement for a Vibration Isolation System. This is an active isolation system retrofit for a JOEL JEM 2500 SE Scanning Transmission Electron Microscope (STEM) system. The STEM has already been procured, and is scheduled for delivery on or about March 15, 2005, with installation from March 15, 2005 to the end of April 2005. The intended vendor, Integrated Dynamics Engineering Inc. (IDE), has developed a unique system that physically integrates a vibration and electro-magnetic interference isolation system into the structural framework of the JEM 2500 SE STEM. IDE developed the engineering for this integration under an exclusive arrangement with JEOL Ltd., the STEM manufacturer. Because of this exclusive arrangement, there are no other physically integrated vibration and electro-magnetic isolation systems availalbe for the JEM 25000 SE STEM. JEOL has determined that nothing other than a physically integrated isolation system will work with their STEM product. NASA/JSC intends to purchase the items using FAR Part 13. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Monday, March 10, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
