- NA The Environmental Protection Agency has a requirement for Source Characterization. The Emissions, Monitoring and Analysis Division (EMAD) in the Office of Air Quality Planning and Standards (OAQPS) focuses on (1) developing emission limits and standards for new source performance standards (NSPS), national emission standards for hazardous air pollutants (NESHAP) for source categories, national ambient air quality standards (NAAQS), state implementation plans (SIP), and other Federal regulatory programs; (2) developing emission factors; (3) developing and promoting procedures for the use of emission factors for purposes other than regional emission inventories (4) characterization of emissions from a wide spectrum of controlled and uncontrolled sources (also known as source characterization); (5) developing and revising regulations or alternative approaches for control of air pollutants; (6) developing and promoting compliance assurance monitoring methods (7) development of or promotion of proper and consistent application of stationary source and ambient air emission test and monitoring methods in the development and enforcement of emission control programs nationally (8) training and building capacity for using and developing emissions monitoring and other emissions quantification techniques; (9) building capacity and developing training materials, providing assistance, and providing guidance for air quality monitoring; and (10) supporting international air monitoring, emissions monitoring, and emissions factor capacity building and training programs. EPA anticipates the award of two cost-plus fixed fee level of effort type contracts with a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty (60) months. The procurement will be processed as a full and open competition. The EPA's requirement if for a total of 9,600 base quantity labor hours and 11,000 optional quantity labor hours for the base year and option periods to be distributed among both contracts. This is an invitation to participate in a pre-solicitation conference. The purpose of the conference is to provide background information concerning the Statement of Work (SOW) to potential offerors and to create an open forum for discussions concerning the objectives of the project. All questions should be directly related to the DRAFT SOW and technical evaluation criteria. There will be no discussion of budget at the conference or any other subject matter that does not directly pertain to the DRAFT SOW or technical evaluation criteria. A draft statement of work and evaluation factors are available at http://www.epa.gov/oam/rtp_cmd. The conference will be held on January 26, 2005 from 2:00 PM to 4:00 PM in the Raleigh/Durham area. Specific location information will be provided upon your confirmation of attendance to the conference, which must occur by COB Jan 24, 2005 via email to Natalia Fisher-Jackson at fisher-jackson.natalia@epa.gov. Telephone confirmations will not be accepted. Please limit conference attendance to two (2) individuals that best represent your company. Any questions and/or comments that you would prefer not to discuss in a group format due to proprietary reasons should be submitted in writing to Natalia Fisher-Jackson via email not later than Jan 20, 2005 and explicitly labeled "proprietary". EPA handling of such questions/comments and subsequent responses will be handled in accordance with normal agency procedures for protection of proprietary data. There will be NO reimbursement for travel expenses related to the participation in the pre-solicitation conference. All responses to questions/comments concerning the DRAFT SOW and technical evaluation criteria discussed at the pre-solicitation conference and not deemed proprietary will be compiled and distributed to all interested parties. The RFP will be issued approximately March 9, 2005 and proposals will be due approximately thirty (30) calendar days after the RFP issuance date.
