Description
In accordance with OMB Circular A-76, Commercial Activity Study, the United States Department of Labor, Employment Standards Administration (ESA), Office of Workers Compensation Programs (OWCP), Washington, DC plans to conduct a Streamlined Study Competition for its Division of Energy Employees?? Occupational Illness Compensation (DEEOIC), which includes several employees in various locations from DOL Regions throughout the United States performing duties in regards to the implementation of the Energy Employees?? Occupational Illness Compensation Program Act (EEOICPA). The job functions considered include Employment verification preparation, and occupational history development. Employee/personnel will determine if claimant was employed at a covered facility during the covered time period. Then identify the appropriate source for employment verification and request employment verification. The appropriate procedure for specific situation is then followed by preparation of summary report. Employee/personnel may also conduct occupational history interviews utilizing computer assisted interview questionnaire by asking the provided questions, probing responses, recording the responses and summarizing the exposures in a report. The project end date is projected to be on or near June 7, 2005. The intent of the competition is to determine the most efficient and cost effective method of providing the subject services. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. The NAICS Code for this procurement is 561110 Office Administrative Services. These functions are currently being performed by 34 government employees. The Competitive Sourcing Official for this competition is: Mr. Patrick Pizzella; the Contracting Officer is: Mr. Peter Higginbotham; the Agency Tender Official is: Mr. Peter Turcic. This announcement is not a solicitation and proposals are not requested at this time.
