Description
The subject acquisition is for corrosion control and protective coatings at Patrick AFB, FL. The North American Industry Classification System (NAICS) code is 238320 with a size standard of $12M. The Government plans to award a firm-fixed price, indefinite-delivery indefinite quantity-contract type contract using Price - Performance Tradeoff techniques. The contract minimum is $37,981.00 with an estimated maximum amount for the life of the contract of $5 million. The minimum guaranteed amount for the basic contract period of performance is $37,981.00 is for the basic year only. No minimum guaranteed amount will be given for the option periods. The performance period will be a twelve-month basic period from date of award with four twelve-month option years. The exercise of option years remains the Government?s unilateral right. The selected contractor will be provided Government storage area and site for a trailer on Patrick AFB. The Contractor shall provide an inspector with certification from the National Association of Corrosion Engineers (NACE). The contractor will provide all labor, tools, materials, transportation, equipment and supervision necessary. Contractor will perform corrosion control and apply protective coatings on all completed and partially-completed exteriors of facilities and supporting structures, including but not limited to propane tanks, water tanks, generators, transformers, towers and roofs, to match existing color(s) and finishes. Repair stucco finishes. Prepare interior surfaces and apply protective coatings on completed and partially completed interiors of facilities to match existing color(s) and finishes. Tape, bed and apply texture to unfinished drywall surfaces to obtain a uniform, smooth finish and to match adjoining surfaces. Patch previously painted drywall to match existing finishes. Remove wallpaper. Conduct lead-based paint testing. Perform wet scraping and bond coating. Provide lead-based paint abatement services. Seal concrete floors designated for corrosive materials storage. Abrasive clean concrete and patch concrete floors. Perform painting in support of VIP/Special Interest Items and Events. The contractor will be required to register with the base HazMat pharmacy (building 984) once upon award of contract. The contractor will be required to submit MSDS (material safety data sheets) and proposed material quantities prior to the start of each delivery order. The contractor shall not commence work until materials and quantities have been approved and the contractor receives said approval in writing. Approval process can take one to four weeks. Estimated issue date for the solicitation is 25 Mar 2005. Estimated date for receipt of proposals is 22 Apr 2005, and anticipated award date of 01 Jun 2005 or sooner. This acquisition will be issued Unrestricted in accordance with the Small Business Competitive Demonstration Program. The RFP is available by electronic transmission only at http://www.eps.gov. Potential contractors must be registered in the Central Contractor Registry to be eligible for award (See Internet site: http://www.ccr.dlsc.dla.mil) It is mandatory to obtain a DUNS number prior to registering in CCR by calling Dun & Bradstreet (1-800-333-0505). All responsible sources may submit a proposal and shall be considered for award. Award of this contract will be made utilizing the Price - Performance Trade-Off (PPT) Techniques whereas both past performance and price will be evaluated and award may be made to other than the lowest price. NOTE: FUNDS ARE NOT PRESENTLY AVAILABLE TO MAKE PAYMENTS UNDER A CONTRACT. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, WHETHER BEFORE OR AFTER RFP CLOSING, WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT.
