Description
THIS IS A REQUEST FOR INFORMATION TO DETERMINE INDUSTRY INTEREST AND CAPABILITY. This is NOT a request for proposal, therefore proposals are NOT being requested, and will NOT be accepted at this time. Los Angeles Air Force Base (LA AFB) is conducting Preliminary Planning Market Research (PPMR) utilizing OMB Circular A-76 dated May 29, 2003, Air Force Commercial Activities A-76 Program Preliminary Planning Guidebook, and the Federal Acquisition Regulation and its Supplements. The purpose of this PPMR is to determine if government operated functions for the Traffic Management Office (TMO) services for LAAFB in El Segundo, CA are commercially performed, and available. LAAFB provides services for approximately 3,000 military and civilian personnel stationed at LAAFB to include Geographically Separated Units (GSU) and other organizations where TMO services are not available locally, to other uniformed services. The work hours are between 0700 and 1600 (7:00 A.M. and 4:00 P.M.), Monday through Friday. Contractors are asked to submit capability statements expressing their interest. Capability statements should include past performance information similar in scope to this initiative. Provide a point of contact, phone numbers, the business size, and any other pertinent corporate information. The capability statements will be used as part of the market research to determine if this acquisition should be set-aside for small businesses or proceed in an unrestricted manner. A letter stating your interest or requesting a copy of any future solicitation is not sufficient to determine contractor capability. The current functions include such services as Management and Supervision, Personal Property Task, Passenger Movement Task and Deployment/Mobility Exercise Task. Management and Supervision - (1) Review and provide input for all Support Agreements involving Traffic Management for the Los Angeles AFB area of responsibility, (2) Maintain an active filing system, which includes statistical data that is needed to capture workload assessments, and (3) Maintain and be aware of all applicable Air Force (AF) regulations, directives and AF downward directed correspondence needed to manage TMO services. Personal Property Task - (1) Prepare documentation and conduct briefings for all Outbound, Non-temp Storage, Local, Mobile home, and Do-It-Yourself (DITY) moves, (2) Process Do-It-Yourself (DITY) and mail reimbursements and forward to local finance office for payment, and (3) Interact with other government agencies as required to conduct daily business. Passenger Movement Task - (1) Review government orders for validity of travel. Book Air Mobility Command (AMC) travel and annotate booking information on customer travel orders, (2) Review and take all necessary action for CTO billing statements. Forward CTO billing statements to Defense Accounting Finance Service (DFAS), and (3) Provide emergency travel on call responses. Deployment/mobility exercise Task - (1) Train deployment/exercise augmentees on performing Personnel Deployment Function (PDF) duties. Train augmentees in manifesting, baggage handling, and mass briefings and (2) Maintain and support surge requirement capabilities. Activate TMO station at the PDF line during deployments and mobility exercises. Assist and perform manifesting, baggage handling, and mass briefings. This operation also includes emergency on-call response within 2 hours for weekends, holidays, and after normal duty hours for Military Deployments, Mobility Exercises and Disaster Preparedness situations. The contractor shall provide TMO advice and assistance for the worldwide movement of authorized government personnel, and personal property to include resolving complaints, answering questions, and solving problems. Contractor shall participate in deployment/mobility exercises, as needed. GOVERNMENT PERSONNEL ARE CURRENTLY PERFORMING THIS WORK. NO CURRENT OR PAST CONTRACTUAL DATA EXISTS OR IS AVAILABLE. However the following estimated workload data is available for the past twelve (12) months: Personal Property - Counsel and Documentation of Outbound Shipments (690), Counsel and Documentation of Local Moved Shipments (60), Do-it-Yourself (DITY) moves (496), Non-Temporary Storage (NTS) (Counsel and DD 1299 prep only) (175) and Reimbursements (47). Passenger Travel Request - Passengers moved by commercial airlines (12,500), Passengers moved by Air Mobility Command (AMC) flights (156), Emergency On-call responses Number of Calls (15) and Average Hours (2). Deployment, Contingency and Mobility Exercises - Disaster Preparedness (4), Contingency/Mobility Exercises (4), and Augmentee Training (12). Support Agreements - Support agreements reviewed (37). The North American Industry Classification System (NAICS) code is 541614 (Process, Physical Distribution and Logistics Consulting Services) and the size standard is $6 million.
