Description
This is a combined synopsis/solicitation for commercial items, per FAR 13.5 utilizing the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes solicitation N63394-05-T-0043. A written solicitation will not be issued. N63394-05-T-0043 is issued as a Request for Quote on a sole source basis to Winslow Group LLC, 2428 39th Street, NW, Suite, Washington, DC. The North American Industry Classification System (NAICS) is 541511 and the size standard is $21Million. The contract type is Firm-Fixed-Price. The following items and quantities are required: CLIN 0001 Description Quantity/Unit of Issue Application Hosting for an Enterprise 1 Lot Business Process Management (BPM) application with the following capabilities and functionality in accordance with the Statement of Work (SOW). Statement of Work (SOW) Business Process Management (BPM) Requirements for the Command Alignment and Lean Team (CALT) 1. BACKGROUND/SCOPE: PHD recently procured application hosting of a business process management (BPM) application called Management by Wire (MBW) for 500 accounts. The BPM software is a web based database tool with open architecture integration with the Plumtree portal, MS Project, MS Word, MS Excel, Visio and Outlook. It provides enterprise management reports by people, project, organization, and performance, and provides a configurable corporate dashboard to display Earned Value Management (EVM) metrics for project management. In order to satisfy the emerging requirements of the Command Alignment and Lean Team (CALT), MBW requires enhancement. 2. REQUIREMENTS: The contractor shall provide the necessary development, training, technical support and documentation to customize MBW to manage processes, people, projects and metrics associated with Lean Six Sigma implementation at PHD. Specifically the software shall: a. Capture current state and future state processes for each Lean event. Specifically process capture shall include Value Stream Mapping (VSM) and Metrics Based Process Mapping (MBPM) for current and future state processes to include capture of Cycle Time, Lead Time, and Complete and Accurate (C&A), Value Added (VA) %, Rolled First Pass Yeild (RFPY). b. Provide for Key Performance Indicators (KPIs) (to include Task Force Lean (TFL) deployment and execution metrics and cost savings) via a metrics dashboard. Metrics include lean training metrics, number and % of VSAs performed, number of rapid improvement events/teams, and cost savings for selected BPR and Lean targets by Department and Office. c. Provide for people placement reporting capability that matches KSAs of PHD resources freed up by process improvements with KSAs required to satisfy anticipated new business. d. Provide for Lean Six Sigma project plan monitoring capability via a dashboard. e. Integrate with the PHD portal. 3. DELIVERABLES: a. MBW software upgrades in accordance with paragraphs 2 a-e with integration to the PHD portal b. MBW training ? Eight, 8 hour training sessions c. MBW User Guide 4. PLACE OF PERFORMANCE: Contractor facility and PHD 5. PERIOD OF PERFORMANCE: Software upgrades ? 2 Months ARO Training and deployment of software ? 4 Months ARO This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26 and 27 Published 1 January 2005, effective through 1 January 2005. The offeror must provide the information contained in 52.212-1 instruction to Offeror-Commercial Items, 252.212-7000 Offeror Representative and Certification-Commercial Items and must include a completed of 52.212-3 Alternate 1 Offeror Representatives and Certifications and 252.225-7000 Buy American Act-Balance of Payments Program Certificate with their offer. 52.212-2 Evaluation - Commercial Items, (a) The Government will award a firm-fixed-price contract resulting from this solicitation on a sole source basis to Winslow Group LLC, Washington, DC. The proposal shall include descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement and pricing backup to support those COTS items. Warranty: The contractor shall provide their Standard Commercial Warranty and shall include information of the length of warranty, effective date, specific terms and conditions and warranty service provider with the company ! name and telephone number. Offerors are to include a completed copy of the provision at 52.213-3, Offeror Representations and Certifications- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition.
