Description
The Defense Energy Support Center (DESC), in conjunction with the Assistant Chief of Staff for Installation Management (ACSIM), Northeast Region (NERO) and Aberdeen Proving Ground and Edgewood, MD, seek to identify responsible potential sources and obtain information in regards to possible privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority" for Utility Privatization of the Potable Water Distribution and Wastewater Collection Systems at Aberdeen Proving Ground and Edgewood, MD. The potential privatization action will include transfer of ownership, operation and maintenance, and the obligation to serve. The Army will not transfer ownership of land or any land lease interest and will grant easements and leases, with concurrence of the underlying leaseholder where applicable, for access to land associated with each utility system. The following guidance has established the necessary requirements to accomplish Utility Privatization (UP): 10 U.S.C. 2688 (1997) and OSD UP Guidance (09 Oct 02). More specific information on the utility systems being privatized will be provided in any resulting Request for Proposal. DO NOT REQUEST A COPY OF THE SOLICITATION. HOWEVER, BE ADVISED THAT SOLICITATION ISSUANCE IS ANTICIPATED ON OR ABOUT MARCH 31, 2005. INSTALLATION DESCRIPTION: Opened in 1917, Aberdeen Proving Ground ? Edgewood Area (APG?EA) is the Army?s oldest active proving ground. Located approximately 35 miles northeast of Baltimore on a 69,000-acre tract extending along and into the Chesapeake Bay, APG?EA is home to the U.S. Army Test and Evaluation Command, and is home to approximately 50 tenant activities with a daytime population of about 10,000. Potable Water System Description The APG-EA potable water system consists of all appurtenances physically connected to the system. The system may include, but is not limited to, water source treatment facilities, pump stations, pipelines, valves, fire hydrants, storage facilities, and meters. The actual inventory of items sold will be conveyed to the Contractor using the Bill of Sale at the time the system is transferred. Wastewater System Description The wastewater system at APG-EA consists of collection lines, lift stations with force main, and a wastewater treatment plant. At some of the outlying facilities wastewater flows to septic tanks, and drain fields for treatment and disposal. The actual inventory of items sold will be conveyed to the Contractor using the Bill of Sale at the time the system is transferred.
