- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ) 05-855-2537 under FAR Part 13, Simplified Acquisition Procedures, and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-27, December 28, 2004. The associated North American Industrial Classification (NAIC) for this acquisition is 334516 the small business size standard is 500. This acquisition is unrestricted and all responsible parties may submit quotations. The National Institute of Standards & Technology (NIST) has a BRAND NAME OR EQUAL requirement for a Multiple Cell Corrosion Testing System to conduct electrochemical experiments on a number of different corrosion testing cells simultaneously for long periods of time (days). The system shall include a research grade potentiostat, ancillary equipment, and software. The Brand Name PC14/300 Potentiostat/Galvanstat/ZRA, ancillary equipment, and software are manufactured by Gamry Instruments, Inc., 734 Louis Drive, Warminster, Pennsylvania 18794-4282. The Multiple Cell Corrosion Testing System shall consist of a computer controlled electronic device that can serve as a potentiostat, galvanostat, or zero resistance ammeter (ZRA) and shall have all necessary cables and software to run electrochemical experiments on from 1 to 8 cells simultaneously or multiplexed. The system shall meet the electronic performance specifications below and include software for conducting standard DC and AC corrosion and electrochemistry experiments including electrochemical noise. The performance specifications of the system include: ? Wide frequency range: EIS from 2 kHz to 10 microHz ? Autoranging current measurements (Wide range and high resolution desirable) ? Electrical isolation ? Capability for analog monitoring ? Capability for external analog or digital inputs ? Zero resistance ammeter (ZRA) ? IR compensation ? Computer controller software for full range of measurements including - Potentiodynamic polarization - Polarization Resistance - Electrochemical impedance spectroscopy (EIS or AC impedance) - Electrochemical noise (ZRA and potentiostatic modes) - IR compensation Electronic Specifications: ? Compliant Voltage: +/-20 Volts or greater ? Output Current: +/- 150 milliamps or greater ? Slew rate: 0.1 volts/microsecond (100,000 V/s) or faster ? RMS Noise: 20 microvolts or less (potentiostatic) ? Rise Time: 2 microseconds or less (potentiostat) ? Current Resolution: 100 femtoamp/bit or less ? Current interrupt switching times less than 60 milliseconds ? 16 Bit A/D converter The following Brand Name or Equal Line Item Numbers (LIN?s) are required: LIN 0001, Quantity of 1, PC14/300 Potentiostat/Galvanostat/ZRA; LIN 0002, Quantity of 1, DC 105 DC Corrosion Technique Software on CD-ROM to include Corrosion Experiments; LIN 0002, Quantity of 1, EN120 Electrochemical Noise Experiment Software on CD-ROM; LIN 0004, EIS300 Electrochemical Impedance Spectroscopy Software on CD-ROM; LIN 0005, Quantity of 1, ECM8 Electrochemical Multiplexer; LIN 0006, Quantity of 2, PC14/ECM8 Cell Cables ? 1.5M (P/N 985-00038); LIN 0007, Quantity of 4, PC14/ECM8 Cell Cables ? 4.5M (P/N 985-00039). Delivery terms shall be FOB Destination. FOB Destination means that the vendor shall be responsible for any loss or and/or damage to the goods occurring before receipt, inspection, and acceptance at the delivery point. The delivery point is NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Offerors shall submit the following: 1) A quotation which addresses all Contract Line Items; 2) Sufficient product information to CLEARLY DOCUMENT that the offered products meet the specifications stated herein; and 3) Description of commercial warranty. Quotations shall be firm-fixed price and valid for 30 days. To be eligible for award, offerors must be registered in the Central Contractor Registry. Information on the CCR may be obtained at http://www.ccr.gov. A DUNS number is required to register. To procure a DUNS number, please call Dun & Bradstreet, Inc., at 1-866-705-5711 or 610-882-7000. There is no cost to obtain a DUNS number. Award will be made to the responsible offeror whose quotation conforming to this synopsis/solicitation offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate quotations based on Technical Capability and Price. Technical Capability is more important than Price. Evaluation of Technical Capability shall be based on the information provided that clearly documents that the offered product meets or exceeds the performance specifications stated herein. Price will be evaluated only for quotations determined technically acceptable. The Government will not select an offeror for award on the basis of a relatively superior technical rating without concern for price.
