Description
The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA) proposes to award a sole source contract under the authority of 41 U.S.C. 253(c)(1) to Virginia Polytechnic Institute and State University for specialized analysis of photochemistry in Power Plant and Petrochemical Industry Plumes. The Principal Investigator for this study will be Professor Linsey C. Marr. The analysis will focus on data collected by NOAA during the Texas 2000 Air Quality Study and data to be collected during the Texas 2006 experiments. The work will be done in two stages. The first year will demonstrate the utility and suitability of the proposed techniques. If the first year is successful, the second year will involve applying the techniques to additional data sets including TexAQS 2006. It is the government?s belief that there is no other source to fulfill this requirement. Professor Marr and her team from Virginia Polytechnic Institute are the only group in the world that has attempted to automate plume recognition in measurements collected from a moving experimental platform. No solicitation is available ? this notice is for informational purposes only. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures (NTE $100,000).
