Description
PERFORMANCE DECISION ON STREAMLINED COMPETITION (CONTRACT AND GRANT CLOSEOUT) under solicitation no. DOL051RP20017. A-76 FINAL DECISION- This is an announcement of results of the recent Department of Labor (DOL), Employment and Training Administration (ETA), Office of Financial and Administrative Management, streamlined competition of the Contracts and Grants Closeout Unit function that included such positions as financial management specialist and closeout specialists. DOL has completed a streamlined competition for accounting services support (contracts and grants closeout function) in accordance with OMB Circular A-76. On March 3, 2005, the streamlined competition form (SLCF) was certified by the Source Selection Authority and the Contracting Officer, indicating the study completion. As a result of this study, performance of this function will remain in-house (performance by incumbent Government personnel totaling 3 Full Time Equivalents (FTEs)). Of the three FTEs that were compared (Closeout Specialist, Grade GS-13, Series 1101; Closeout Specialist, Grade GS-11, Series 1101; and Financial Management Specialist, Grade GS-9, Series 501), two FTE positions (GS-13 and GS-11) became vacant during the course of the competition. ETA may or may not elect to fill the vacant positions and execute a letter of obligation (LOO) in the future based on organizational and resource considerations. In accordance with the revised OMB Circular A-76, effective May 29, 2003, no party may contest any aspect of this streamlined competition. A copy of the SLCF shall be made available upon request.
