Description
Information Needed SOURCES SOUGHT SYNOPSIS: The Federal Highway Administration (FHWA), Western Federal Lands Highway Division (WFLHD) is conducting a market survey for a software development toolkit with the following capabilities: - Vector graphics primitives (lines, curves, fills, etc.) - Incorporation of images from external sources. - Place text at specified locations in pages displaying multiple fonts, and attributes such as color, size, style, and emphasis. - Justify blocks of text at specified locations on a page. - Work with multiple pages in arbitrary order during document creation. The software development toolkit is necessary to provide a convenient programming interface for C & C++ programming language to format and output data to a portable document format (PDF). (Note: The release version of the software will be used to create original documents ?from scratch?. The purpose is not for conversion of existing documents to a PDF format.) When partially or fully integrated into the ?release? version of applications, the release software version must be redistributable without any royalty or copyright obligations. The focus of the programming efforts will be on Materials testing and Quality management, not PDF per se: therefore the software development toolkit should provide a scalable high-level interface to maximize programmer productivity, as well as, such low level capabilities on an as needed basis. This software development toolkit will be used to: Assist in the creation of QL-PAY reports; and in the creation of MLT reports (Interim and Final Reports on Sample, SACA report, TLBA report, SNW, etc, for display, printing, online archiving, and transmittal. QL-Pay and MLT are applications developed by FLHD and unique to supporting the FLH core business function. Currently, these programs either produce unformatted ASCII text files, or send formatted report output directly to a printer. In all these cases, the goal is to construct documents to modern standards of formatting (style ? fonts, graphics, etc) in a printer-ready format (file encoding) without targeting a specific printer, without requiring users to purchase third-party products. Users will be able to conveniently view and print such documents, to store them on-line, and transmit the files over the Internet. Information on the software being marketed must include: manufacturer; technical capabilities and documentation that needs to show the software will perform and meet the requirements stated above.
