Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotation (RFQ) number 244-05-00839. The simplified acquisition procedures of FAR Part 13 apply. This announcement incorporates provisions and clauses in effect through FAR FAC 2001-26. NAICS code is 339111, 500 employees. This is an unrestricted procurement open to large and small businesses. The VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206 has a requirement for an 8-channel 2 dimensional electromagnetic articulograph that will permit digital recording, presentation and evaluation of the movements of the tongue-tip, lips, lower jaw,and soft palate during the production of speech based on the inductive measurement of distances. The functional units of the system will include an internal processing unit (i.e., internal computer) with software that controls the general of magnetic fields by a transmitter, and the receiving of sensor signals by a receiver. Hardware components incorporated into the computer will include (a) a power supply that receives a voltage of 230V from a common socket, (b) a transmitter that produces alternating magnetic fields in transmitter coils at defined frequencies, (c) a receiver that registers the signals of induced currents from up to 8 sensors synchronously. Other components include: (d) sensors containing receiver coils that may be fixed to the articulators using biologic glue, (e) a carrier that serves as holder for the above described components and from which a helmet may be attached (f) a helmet with connection cables and plug to support transmitter coils mounted on the helmet (g) a stand that holds the helmet and has an integrated mechanism for calibration of the sensors, and (h) a Windows based evaluation program that permits visualization of the measurement data in various kinds of diagrams and can represent the sequence of movements in real time or display single measurement positions for more exact examination, and permits transfer of data to separate files for statistical analysis. The contractor shall provide installation and training on use of the equipment and shall also provide free consultation via the internet. Delivery shall be FOB Destination. Place of delivery is VA Pittsburgh Healthcare System, Room 1062W, 7180 Highland Drive, Pittsburgh, PA 15206. All quotations must include three (3) copies of completed Standard Form 1449 and a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items. (See Document Distribution section of Solicitation for download). Quotations must contain descriptive literature. The resulting firm fixed price award will incorporate the following provisions and clauses: FAR 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders--Commercial Items (14-21)(23)(26)& (32); 52.212-1, Instruction to Offerors--Commercial Items; VAAR 852.211-70, Service Data Manual; and VAAR 852.211-71 Guarantee [one year].
