- FA8102-05-R-0016 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days of the solicitation issuance will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. A 3 year IDIQ contract is anticipated. This will be a one year basic contract with two one year option periods. The items are currently sole source and if sources are qualified for all or only specific line items prior to the option being exercised, the option will not be exercised for those specific items and the items will be purchased under competitive procedures. The options will be exercised for the specific line items that remain non-competitive. Due Date: 3 ? 6 months after approval of first article. Qualification requirements: Sources must be qualified by Boeing and appear on Boeing?s Source Control Drawing prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. These qualification requirements apply to all line items. The approximate issue date of the solicitation will be 22 March, 2005. The response date will be approximately 30 days after the issuance. The anticipated award date will be 17 June 2005. Written and electronic procedures will be used for this solicitation. SOLE SOURCE To: Boeing Defense and Space Group, Cage Code 82918. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. Faxed requests should be submitted to OC-ALC/PSKAB, Attn: Christy Slayton, (405) 739-2817. E-mail written requests to Christy.Slayton@tinker.af.mil. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements as set forth in the upcoming solicitation. The solicitation will identify the office where additional information can be obtained concerning these qualification requirements. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm listed. Contractors must be registered in ORCA prior to award. Contractors may access ORCA at orca.bpn.gov. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: Note: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice.
