- General Information Document Type: Presolicitation Notice Solicitation Number: FA4620-05-R-B002 Posted Date: March 07, 2005 Response Date: Mar 31, 2005 Archive Date: Apr 04, 2005 Classification Code: C -- Architect and engineering services Contracting Office Address Department of the Air Force, Air Mobility Command, 92nd CONS, 110 West ENT, Suite 200, Fairchild AFB, WA 99011-9492 Description Provide multi-discipline Architect-Engineer (A-E) services for design and other supporting services at Fairchild AFB, Washington in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. The intent is to select one or more Architect-Engineer firm(s) from this single solicitation. Services will be required for architectural, electrical, mechanical, civil, landscaping, and structural engineering. Some asbestos, lead paint and other environmental studies may be required. The A-E will be required to prepare plans/drawings, specifications, design analysis, and cost/time estimates as required for a variety of maintenance, repair, alteration, new and minor construction projects. The A-E may be required to provide construction and management support services and/or various types of services such as investigations, verification of existing underground utility locations, inspections, studies, and reports as related to project designs and studies, including hazardous, toxic, and radioactive waste (HTRW) studies. Projects may range from interior and exterior renovations of mission, base and community support facilities to military family housing renovations and upgrades to utility infrastructure systems. Services may also include preparation of design build request for proposal documents or preparation of environmental planning documents that outline process, procedural and regulatory responsibilities for FAFB personnel/organizations and contractors. Work shall include (1) obtaining appropriate permits, licenses and regulatory approvals; (2) conducting site investigations and pilot studies; (3) performing soil, air and water sampling/analysis/interpretation; (4) performing environmental assessments; (5) preparing work plans, site-specific health/safety plans and sampling/analysis plans; and, (6) developing plans and specifications for facility/infrastructure installation/ improvement, environmental remediation projects and environmental equipment purchase/installation. Submissions received in response to this notice will be evaluated by a board of professional engineers and others in accordance with FAR Part 36.6 in accordance with the following Selection Criteria. The selection criteria is listed in descending order of importance. (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish multiple task orders up to $500,000 per task order within 90-120 days; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Implementation of the Design Quality Control Program. (6) Program management process/plan for handling Fairchild AFB projects (i.e. customer support, design quality control, timeliness/completion of submissions and follow up). (7) Location in the general geographical area of Fairchild AFB and knowledge of the locality of the base; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the proposed services; Qualified firms desiring consideration shall submit 2 copies each of the following: Standard Form (SF) 330, Part 1 and Part 2- Architect-Engineer Qualifications. An SF 330 is also required for each consultant or joint firm. Submissions are due by 4:30 PM on 31 March 2005 to the Contracting Office address noted above. Fax submissions are not acceptable. Nonresponsive submissions will not be considered by the A-E selection board. Text for each applicant is limited to 50 pages each, exclusive of indexing tabs, project photos or drawings with brief captions. All firms interested in responding to this announcement should register with the Central Contractor Registration (CCR) at http://www.ccr.gov. Failure to register will render a qualified firm ineligible to receive a contract award. This is not a request for proposal. CONTRACT INFORMATION: Multi-discipline Architect-Engineering design services for Fairchild AFB, Washington procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. The Government anticipates award of up to two Open Ended Multidiscipline Architect-Engineering Indefinite Delivery Indefinite Quantity contracts resulting from this notice. The anticipated performance period will be a base period not to exceed one year and four option periods not to exceed one year each. The Government will guarantee a fee of $5,000 per contract award in the base year of performance only. Cumulative amount of all task order fees will not exceed $5,000,000 over the life of any resultant contract. Work will be issued by negotiated firm-fixed-price task orders. Task orders will be issued from time to time, as the need arises, during the contract period(s). Individual task order values may range from a minimum of $5,000 to a maximum of $500,000. The contracts are anticipated to be awarded in May 2005. The North American Industry Classification Code (NAICS) is 541310. The size standard is: $4 million. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan or that part of the work it intends to subcontract. The subcontracting goals for 92 CONS, which will be considered in any resultant negotiation of a contract, are: (1) 74.5% Small Businesses (SB); (2) 29% Small Disadvantaged Businesses (SDB); (3) 10% Women-Owned Small Business (WOSB); (4) 15% Hubzone and (5) 3% Service Disabled Veteran Small Business (SDVSB).
