Description

This project encompasses a single contract with two parts: Schedule A - Phase II - Modular Facilities This portion of the scope of work entails the design, fabrication, and installation of two modular facilities: a. An approximately 3,072 sf Command Post Facility plus treated wood entry ramps, stairs, etc. b. An approximately 2548 sf Break Area Facility plus treated wood entry stairs, etc. The contractor shall be required to coordinate dellivery and instrallation of modular units ready for occupancy with the contracting officer. Physical installation shall not ocmmence until after work in Phase III is partially complete ready for the units. This contractor shall be required to install foundations for the modular units designed, and to make all electrical, sewer, and water connections to utilities brought to within approximately five feet of the location of the modular units by others during Phase III work. Schedule B - Phase III - Improvements Inside the Fence This portion of the scope of work entails the construction of: a. Asphalt road pavement b. Miscellaneous concrete equipment furnished by others c. Utility extensions - natural gas, water, sewer, electricity, and communication d. Site improvements including gravel hardstand, concrete walk, storm drain inlets, culverts, and soil erosion control measures e. ATFP elements f. 4 (10-man) pre-fabricated concrete storm bunkers g. 2 magazine storage units, concrete pad and associated enclosures h. Connecting utilities to Access Control Facility i. 3 fabric membrane structures (vapor containment structures)(VCS)complete with HVAC, electrical, foundation and slabs. The work requires that certain aspects of the work be finished in time for installation of three modular units: a. Owner furnished lab facility b. A 48' x 64' command post, and c. A 42'x56' break area with a. An approximately 14'x14' PPE Emergency Suit-up Wing) and b. A coveredcanopy for cart storage. Owner furnished equipment will be placed at the site as identified in the contract documents: two P2s, and one P1U2 with support apparatus for which concrete pads and fabric membrane structures (VCS units)will be furnished and installed by the General Con tractor. The contractor will be responsible for all coordination with the Contracting Officer (CO) and the Systems Contractor (SC). The User anticipate the need to jointly occupy the site the last 30 days of the contract to connect additional supporting equipment not indicated. Over excavation and under excavation will be priced at the unit price per cubic yard on the Bid Schedule. Contractor proposals will be evaluated and the best value to the government will be selected. Schedule A will be awarded within days of selection of the best value proposal. Schedule B will be awarded upon receipt of the RCRA permit. It is anticipated t hat the RCRA permit will be received by 28 June 2005. The target date for completion of the project is 31 October 2005. The estimated cost is between $1,000,000 and $5,000,000 -- for a Firm Fixed Price Contract -- project duration is approximately . The NAICS is 236220 and the annual size standard is $28,500,000. This is an unrestricted procurement. The issue date will be on or about 4 April 2005, and proposals will be due on or about 2 May 2005.
