Description
This procurement is for the solicitation for Replacement of Army Family Housing, Jefferson Terrace, Fort Lee, VA. This project consists of the design and construction of 218 junior and senior enlisted family quarters, consisting of 45 junior noncomm issioned officer (JNCO) units (19 five-bedroom and 26 four-bedroom) and 173 senior noncommissioned officer (SNCO) units (100 three-bedroom, 36 four-bedroom, and 37 five-bedroom) to replace 298 family housing units in the Jefferson Terrace and Madison Park housing areas that will be demolished. Associated site work includes a minimum of (5) playlots, (1-1/2) basketball courts, and (6) bus stops. Design and masterplanning shall include the whole neighborhood master planning of the Jefferson Terrace area and the design and construction of a total of 184 new housing units in that area, as well as the design and construction of 34 new housing units in the Madison Park Phase 2A area. Demolition includes 258 existing units in the Jefferson Terrace area, and 48 u nits in the Madison Park area. Masterplanning shall include construction phasing, indicating how this work is to be accomplished, such that existing units adjacent to construction may remain occupied throughout all phases of construction. The Design incl udes garages, 1st floor brick veneers, exterior bulk storage, privacy fencing, vinyl siding, formal neighborhood entrances and signs, central heating and air-conditioning, energy efficient appliances, hard wired interconnected smoke and carbon monoxide det ectors, landscaping, traffic/street signs, bus stop shelters, driveways, street lighting, utility services, recreational areas, and walkways. Underground electrical, telephone, and cable TV information systems will be provided as part of this project. The main existing utility systems will be partly reused. However, new laterals will be required. Requirements for the technical Source Selection factors are as follows: (1) Offeror Past Performance, (2) Offeror Project Team, Management and Performance Pl an, (3) Housing Unit Design, (4) Housing Unit Engineering, (5) Masterplanning and Site Design, (6) Site Engineering, and (7) Price (will not be rated). Offerors will be evaluated on both technical quality and conformance to the solicitation and price . The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Gov ernment to be the most advantageous to the Government.
