- Numbered Note 1. Applies: The U. S. Army Medical Research Acquisition Activity (USAMRAA) intends to acquire the services to design, deliver and install a professional office environment for existing leased trailers located at 853 Chandler Street, Fort Detrick, MD 21702. The solici tation number is W81XWH-05-T-0300. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this noti ce. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requirement is restricted and being procured as a 100% small business setaside. The solicitation document and incorp orated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-16. The NAICS code is 337214; small business size standard is 500 employees. The Contract Line Item Numbers(CLIN): 0001 Individual Office workspace; 0002 Cont ract Specialist Workspace; 0003 Procurement Technician Workspace; 0004 Common Area space; 0005 Conference Room; 0006 Cabling; and 0007 Moving and Cleaning in accordance with the following Statement of Objectives (SOO): A. General.The USAMRAA desires a com fortable, professional work environment for 39 individuals in leased trailers across the street from its main offices. The trailer configuration and dimensions is available for review at www.usamraa.army.mil; select RFPs not online and look for Attachme nt 1 to W81XWH-05-T-0300. The contractor shall design, deliver and install a professional office environment for the trailer complex. The design should be modern, open, interesting, and professional. The design should encourage collaboration, yet offer a modicum of privacy and noise attenuation features. Partitioned, high-walled cubicles are not desired. The complete office environment shall include workstations (including work station lights, pencil drawers, mouse pads, keyboard trays, and tack boards) , chairs (desk, visitor and conference), filing systems (for workstations and common areas), tables, bookcases or any other item of office furnishing needed to produce a turn-key delivery. B. Workforce Description. 1. The workforce occupying the trail er complex will be comprised of two organizational units. Unit A will be comprised of a supervisor, two contracting officers, 14 contract specialists, and four procurement technicians, for a total of 21. Unit B will be comprised of a supervisor, two cont racting officers, 12 contract specialists, and three procurement technicians, for a total of 18. The total number of individuals/workstations in the trailer complex is 39. Offerors should consider this a minimum number of occupants for the trailer comple x. Designs that can reasonably and comfortably accommodate more than 39 individuals, providing these organizations opportunities for growth, will be seen as positive enhancements. 2. The two supervisors and four contracting officers will occupy the six separate offices indicated on the floor plan. The contractor shall provide a suitable, professional office environment for each separate office. The separate offices should be able to accommodate at least two visitors comfortably and facilitate collabora tion between the office occupant and his or her visitors. 3. The remaining 33 work spaces should be located by organizational unit to the extent practicable. Contract specialists work primarily on the computer and on the telephone. They require filing space for assigned contracts and reference materials. They need enough horizontal workspace to comfortably lay out contract files and manuals. Contract specialists frequently work collaboratively with customer representatives, other specialists, contract ing officers and supervisors. Designs should facilitate this collaboration by providing space and a chair for at least one vis itor for each contract specialist workstation. Procurement technicians maintain files and perform administrative tasks associated with contract management. They dont have to store files at their desks, but each technician may have actions to perform on multiple contract files at any one time. Procurement technicians also have desktop computers to send and receive email and check status of various contract management systems. Technicians make frequent use of printers, copiers, and facsimile machines. C. Current Space Utilization. 1. Description of typical current work stations is provided for offerors information only. Offerors are not bound by this convention, but should understand the present experience of the individuals who will occupy the t railer complex. The current work stations may be viewed during the site visit (see below). Supervisors/contracting officers Horizontal work surface (desk space): 36 sq. ft. Number and type of file cabinets: 6 large lateral drawers/ shelves for files , notebooks 4 small drawers for office supplies. Contract specialists Horizontal work surface: 24 sq. ft. Number and type of file cabinets: 4 large drawers, 4 small drawers Procurement technicians Horizontal work surface: 18 sq. ft. Number and type of file cabinets: 2 large drawers, 4 small drawers 2. Current common area filing and equipment. In addition to the individual work stations described above, organizational units A and B use the following filing cabinets and printing/copying devices in shared or common areas: Five drawer lateral file cabinet: 8 Four drawer lateral file cabinet: 6 Small printer: 3 Facsimile machine: 2 Large, multi-function printer/copier: 1 Large work table for mail, distribution, sorting: 2.D. Network Cabling: The workstations must accommodate electrical, telephone, and network cabling. The contractor shall use the existing cable access through the floor (identified by four asterisks on the floor plan) for planning the layout of workstations. The cable access points are approximations. Offerors may measure for cable access points during the site visit described in paragraph G. The contractor shall provide, either directly or by subcontract, network and telephone cable installation from the service entry (iden tified on the floor plan as the phone/data room), through the floor at the existing cable access points, to each workstation. Network cabling must be CAT 6, able to support Gigabit Ethernet. The contractor shall take normal and customary precautions with cable run under the trailer to protect it from weather and animals. E. Moving and Cleaning. After installation of all workstations the contractor shall move properly identified pre-packed boxes from the current USAMRAA offices across the street to the trailer complex and place them in the correct area (identified on each box). The contractor shall perform a final cleaning of the trailer complex area after moving. F. Conference Room. The contractor will propose a professional conference environme nt for the space identified as the conference room on the floor plan. The conference environment should accommodate 10 people comfortably. The conference environment must accommodate the introduction of a standard conference electronics package, includin g computer, projector, screen and telephone conferencing equipment. The contractor is not responsible for providing the conference electronics package. G. Site Visit. A pre-proposal site visit has been scheduled for 22 and 23 March 2005 . Please cont act Jamie Kiser at jamie.kiser@amedd.army.mil for required registration to attend the site visit no later than 18 March 2005 at 1:00 PM, no more than three (3) representatives authorized to attend. The appropriate date and time to attend the site visit wi ll be provided to you by 4:00 PM 18 March 2005. The site visit will include the current work spaces of one of the organizational units that will move into the trailer complex and the trailer complex itself. Questions pertaining to this solicitation shall be submitted in writing before the site visit or on the day of the site visit. Delivery is tentatively scheduled for week of 9 May 2005. Provisions at 52.212- 1 Instructions to Offerors-Commercial. 52.212.2 Evaluation-Commercial Items is applicable. H. Proposal Submission Requirements: The first four factors Drawings/Floor Plan, Product Descriptions, Project Plan, and Experience/Past Performance are non-pri ce factors. The fifth factor, Pricing, is the only price factor. The offerors total proposal, including attachments such as brochures or product descriptions, may not exceed 50 pages. 1. Drawings/Floor Plan. The offeror will provide floor plans to scale for the trailer complex. The floor plan must include each of the areas and labor categories described above: separate offices for supervisors and contracting officers, workspaces for contract specialists and procurement technician, common areas for filing, placement of shared electronic devices, and work tables, and conference room furnishings. The floor plan design must accommodate at least 39 individuals. Designs that can reasonably and comfortably accommodate more than 39 individuals, providing these organizations opportunities for growth, will be seen as positive enhancements. 2. Product descriptions. The offeror will make an oral presentation to introduce the products being proposed. Oral presentations will include viewing samples or illus trations of the products being offered. The presentation will cover product features and address how the products offered meet the objectives identified in paragraph A. An artist or computer generated rendering that illustrates how the actual office area will appear (according to the floor plan) is desired, but not required. Oral presentations will be conducted at Fort Detrick. 3. Project plan. Provide a detailed, time-phased work plan from contract award through occupancy. Address the integration of non-furniture tasks such as cabling, moving, and cleaning. 4. Experience/Past Performance. Provide names and contact information for three references for whom similar work has been accomplished. Provide a description of the work accomplished for eac h reference. 5. Pricing. Offerors may propose according to their standard commercial practice; however, at a minimum, pricing detail should permit the separation of material and labor costs and should facilitate comparison by functional/occupational end user. In other words, offerors should break out costs associated with separate offices, contract specialist and procurement technician workspaces, common areas, and conference room. These functional/occupational groupings then should be broken out by ma terial and labor. I. Proposal Evaluation. Award will be made to the offeror that presents the best value to the Government, price and non-price factors considered. Award may be made to other than the lowest price offeror. Offerors are advised that the Government considers the combined non-price factors to be more important than price. All of the non-price factors are of equal importance. Written proposals for Factors 1, 3, 4 and 5 are due by 2:00 PM, Eastern Daylight Savings Time 06 April 2005. Oral proposals for Factor 2 will be scheduled for the week of 11 April 2005 at USAMRAA, Fort Detrick, MD. Offerors may contact the contract specialist to schedule an oral presentation any time after the si te visit. Offerors are advised that the Government reserves the right to cancel an offeror's oral presentation if, after an initial review of the offeror's written proposal, the Contracting Officer determines the offeror's written proposal fails to adequa tely address the requirements of the solicitation.
