- The U.S. Fish and Wildlife Service (FWS), intends to issue a Request for Proposals (RFP) for cleanup, removal and proper disposal of storm debris spread throughout roughly 175 acres of Bon Secour National Wildlife Refuge, Gulf Shores, Alabama. This storm debris was generated and deposited from the effects of Hurricane Ivan that occurred along the Gulf Coast in September, 2004. Storm debris includes man-made construction/ demolition (C&D) materials, marine and household waste and materials, and vegetative debris. Such materials likely to be found include, but are not limited to: marine and construction building materials; heavy timbers; lumber; decking, roofing and sheetrock; refrigerators and other appliances (white goods); boats and watercraft; small to large solid and liquid storage containers; liquid propane and other gas storage tanks; marine and household furniture, furnishings and goods; clothing, toys, personal items and food products; miscellaneous glass, metals, plastics, concrete and masonry products and waste; trash; marine and non-marine grasses and shrubs. Regulated and hazardous materials such as, but not limited to, paints, aerosols, cleaners, solvents and asbestos containing materials are to be identified, collected, stored and inventoried for disposal. The contractor is required to provide proof of disposal of hazardous materials at an EPA approved site. Major portions of the cleanup will require working in isolated, wet, soft, heavily vegetated and or environmentally sensitive areas that will limit the amount and types of mechanized heavy equipment used. Restrictions may require the consideration and or use of manual labor, small all-terrain vehicles, marsh buggies, small trailers, low draft barges and other specialized equipment. This project also includes the demolition and removal of one house, approximately 2,000 square feet in area, and the stabilization and maintenance of roadways that provide the only ingress and egress to various Refuge cleanup areas. The contractor is responsible for complying with all federal, state and local rules and regulations. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27 dated December 28, 2004. This procurement is 100% Set-Aside for small business. The North America Industry Classification System (NAICS) code for this project is 237990. The Business Size Standard is $28,500,000. An organized site visit will be scheduled and announced in the contract package.
