Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared under FAR Part 13.5 - Test program for Certain Commercial Items, and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation package is available at http://govworks.gov/vendor/csolicit.asp . This requirement is being issued by GovWorks under the Department of the Interior Franchise Fund on behalf of the Department of Health & Human Services, Grants.gov Program Office. This acquisition will be issued as a time-and-materials contract. This solicitation is a small business set-aside. The North American Industry Classification System Code (NAICS) for this requirement is 518210 "Data Processing, hosting, and related services" (size standard $21 million). Commercial FAR clauses 52.212-1 Instructions to Offerors - Commercial Items, 52.212-2 Evaluation - Commercial Items, 52.212-3 Offeror Representations and Certifications - Commercial Items, 52.212-4 Contract Terms and Conditions - Commercial Items, and 52.212-5 Contract terms and Conditions Required to Implement Status or Executive Orders - Commercial Items, apply to this solicitation and may be downloaded from http://farsite.hill.af.mil , or www.arnet.gov/far . GovWorks Procurement will handle the solicitation, and resultant contract administration as well as payment of invoices. GovWorks is a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides contracting support to all Federal and DoD agencies. All vendors must be registered in CCR effective October 1, 2003 in order to receive Government contracts - www.ccr.gov . The successful offeror will be required to complete electronic banking information for electronic payments. All responsible and responsive offers will be considered. Due Date information: All questions concerning this RFQ must be received no later than 2:00pm Eastern Time, Friday, March 11, 2005 via email to Hoa.Crews@mms.gov . Questions received after the deadline of March 11, 2005 at 2:00pm Eastern Time will not be accepted. Questions will be addressed by the Government in the form of an amendment to the solicitation, and will be accessible at the following website: http://govworks.gov/vendor/csolicit.asp . It is the responsibility of the offeror to obtain copies of all solicitation materials, to include amendments, at http://govworks.gov/vendor/csolicit.asp . Technical and cost proposal are due via email no later than 2:00pm Eastern Time, Monday, March 28, 2005 to: Hoa.Crews@mms.gov . No phone calls concerning this acquisition will be accepted. All inquiries must be via email, and all questions and responses will be posted to the GovWorks website as cited above. Invoices will be paid upon approval and acceptance by the Government COTR.
