Description
The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Lockheed Martin Information Systems, Orlando, FL to procure thirty (30) UUT Load Ancillary Set (ULAS), P/N 2056AS630-02 and 100 Auxiliary Equipment Fixtures (AEF) that support the ULAS. The proposed contract will also contain an option for procurement of up to ten (10) additional ULAS and five (5) units for FMS customers. The Navy has previously procured 38 ULAS units from Lockheed under contract N68335-03-C-0185. Lockheed Martin is the developer and OEM of both the ULAS and AEF and possesses the proprietary data and technology to successfully meet the requirements of the Navy. The ULAS is an enclosed unit containing six integrated programmable loads that are used in constant current, constant voltage, constant resistance, constant power, transient generator and short circuit modes. In constant current mode, the unit must be accurate to within 660micro-amps, 30 mili-amps and 60 milliamps for 660mili-amps, 6 amp and 60 amp ranges, respectively. For constant voltage mode, the unit must be accurate to 0.12 volts and 0.45 volts for 0.5-120 volts, and 4.5 to 450 volt ranges, respectively. For constant power mode, the loads shall be accurate to within 0.7 watts and 6 watts for the zero to 40 watt range and zero to 300 watt range, respectively. ULAS is used to support E2C and H-60 avionics Unit Under Test (UUT) Test Program Sets (TPSs). The ULAS must meet all environmental requirements as outlined in the NAVAIR source control document number 2056AS629. ULAS set consists of an AEF and four cables to be integrated with the Navy?s Consolidated Automated Support System (CASS). Lockheed Martin is the only known company with the knowledge base and previous manufacturing experience to produce ULAS and integrate the ULAS with CASS. ULAS must be compatible with the CASS System Software and E2C and H-60 TPSs. This notice of intent is not a request for competitive proposals; however, all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
