Description
The Naval Air Warfare Center, Aircraft Division, Patuxent River, MD plans on making an award for provision of access to specification and standards content from Standard Developing Organizations (SDOs). Such organizations will include but not be limited to the American Standards Associations, Civil Aeronautics Authority, Japanese Standards Associations, Underwriters Laboratories and other organizations listed on attachment A ? ?Acronyms? located on the NAVAIR website "http://www.navair.navy.mil/doing_business/open_solicitations/solicitation_view_action.cfm?Sol_No=N00421-05-R-0086". Such SDOs will be grouped into related application groups such as aviation, ships, facilities, automotive, etc. but still be available through use of a single portal system to users across the entire country (USA). The system shall not be reliant on existing government portals but will be compatible with NMCI and other DOD computer systems. Access will be made available, in order of priority, to Naval Aviation, US Navy, and DoD customers. The government intends to utilize available commercial resources and any such system will not require Government funds for development. It is anticipated that a contract will be awarded for a Basic year, one or more Option years and one or more Award Term years (not to exceed 10 years) and that Contract Line Items (CLINs) will be by application utilizing stepladder quantities (by CLIN) in order to establish a long term government/contractor relationship, a stabile environment for such services without interruption, and the opportunity for expansion as requirements increase during the contract period of performance. An informal estimate is that the value of the intended requirement is approximately $350 million over a 5-year period, not evenly distributed. In order to verify and validate capability, a functional demonstration during source selection will be conducted. Letters of intent with SDOs will be required by the date the solicitation period closes. Availability of the system will be expected not later than 30 days after date of award. Respondees providing an email address along with point of contact information, including company name, address and phone number, will be added to the list of potential sources, and will receive in return, a request for proposal, which will be reviewed by the agency.
