Description
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is publicizing sources sought announcement number N00178-05-Q-3025 to determine prospective sources capable of providing commercial items that meet or can be slightly modified to meet the Government?s minimum technical requirements as set forth in this synopsis. A set-aside determination has not yet been made for this requirement; therefore all interested sources are encouraged to submit responses containing the information requested in the body of this synopsis. Responses received will help determine whether the Government should proceed with a formal request for quotations on a set-aside or unrestricted basis. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. NSWCDD intends to purchase commercial equipment that meets or can be slightly modified to meet the following salient characteristics. Item 0001 ? Shielded 19-inch rack, quantity 1; Rack width, standard 19-inch rack; Maximum depth of equipment to be inserted, 24 inches; Rack height (vertical opening), minimum 78 inches to maximum 100 inches; Electric field attenuation (10kHz to 1MHz) minimum 70dB; Electric field attenuation (1MHz to 100MHz) minimum 40dB; Magnetic field attenuation (10kHz to 1MHz) minimum 20dB; Front door, hinged, needs to have radio frequency gasket on all mating surfaces; Removable back panel; Finish, paint or other means of corrosion protection; Cooling, Electromagnetic Interference (EMI) shielded blower capable of delivering 300CFM flow rate at zero static pressure. Item 0002 ? PXI Chassis, quantity 1; Chassis mount, standard 19-inch rack; Maximum chassis depth (outside dimension), 24 inches; Total number of slots, minimum 14; Number of slots configurabl! e as 6U height, minimum 6 (all slots may be 6U, however 3U adapter plates must be available); Integrated power supply ? Input voltage, 110/120 VAC; Integrated power supply ? Total power output, minimum 400 Watts, maximum 1200 Watts; Cooling fan(s) flow rate, 200 CFM. Item 0003 ? PXI Controller, quantity 1; Processor type (minimum), Intel Pentium III or equivalent; Processor speed, minimum 800MHz; Random access memory (RAM), minimum 128MB; Maximum RAM expandability, minimum 512MB; Hard drive storage, 5GB; Operating system, Windows 2000 or Windows XP Professional; USB ports, minimum 2; LAN ports, minimum 1; LAN speed, minimum 1 Gbit per second; Number of slots required, minimum 1 to maximum 3; System slot position, right justified (expansion slots to the left of system slot). Item 0004 ? Digitizer (based on 32 channels total), quantity depends; Digitizer card size, PXI, 3U or 6U single slot; Frequency range (3dB), DC to 1MHz; Full scale range, 2V to 10V in no fewer than 4 st! eps; Input impedance, minimum 1MOhm (differential); Vertical offset, plus or minus one-half full-scale range; Input coupling, DC; Number of differential input channels per card (Simultaneous sampling), minimum of 8; Digitizing rate, minimum 2MS/s; Resolution, minimum 12 bits; Acquisition memory, minimum 10,000 points; Pre trigger, Adjustable up to 100 percent full scale; Post trigger, Adjustable up to 100 percent full scale. The chassis and controller may be identified separately or together depending on whether or not the controller can be universally accepted in another manufacturer?s chassis. Correspondence submitted shall state whether or not the controller is universally accepted in another manufacturer?s chassis. All responses shall include the following information: a technical description of the items being offered in sufficient detail to evaluate compliance with the minimum requirements listed above: this may include product literature, data sheets, and/or other documents, if necessary; information to include recent and relevant contracts/orders for the same or similar items and references (including point of contact information), and business size status. Offerors are encouraged to submit responses on all available products that meet or exceed the minimum requirements stated above (or can be slightly modified to meet or exceed the minimum requirements). An important consideration in determining how the Government will proceed with requests for quotations from vendors identified as a result of this sources sought synopsis is whether or not items are competitive in terms of market prices. Therefore, all correspondence submitted in response to thi! s sources sought synopsis shall also identify the estimated price for each item submitted for consideration. Required delivery for all items identified in Items 0001 through 0004 is no later than 1 June 2005. Earlier deliveries are acceptable and encouraged, therefore responses shall also state typical delivery timeframe for each item submitted for consideration. NSWCDD has implemented Electronic Commerce (EC) in the acquisition area, therefore the synopsis and/or solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/wwwDL/XD/SUPPLY/busop.htm. Vendors should regularly access the NSWCDD website to ensure they have downloaded any and all amendments. The applicable NAICS code for this acquisition is 334515 with a size standard of 500 employees. All interested sources are encouraged to submit the information requested above, in written form limited to ten (10) pages per product, either via email to XDS13@nswc.navy.m! il or in writing to: Contracting Officer, Attn: XDS13-12/Bldg 183/Room 106, Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Responses shall be submitted no later than 18 March 2005 and reference sources sought number N00178-05-Q-3025 clearly on all correspondence. CONTRACTORS ARE REMINDED THAT THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS SYNOPSIS SHOULD NOT BE CONSTRUED AS A COMMITMENT OR AUTHORIZATION TO INCUR COSTS IN ANTICIPATION OF A RESULTANT ORDER. NO ORDERS WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. THE GOVERNMENT RESERVES THE RIGHT TO ISSUE SUBSEQUENT REQUESTS FOR QUOTATIONS TO ONE OR MORE VENDORS IDENTIFIED AS A RESULT OF THIS SYNOPSIS.
