Description
The US Environmental Protection Agency (EPA) has a requirement for support services for on-site and field research services for characterization of gaseous regulated and unregulated emissions, volatile, semi-volatile, and particulate pollutants emitted to the atmosphere from on-road motor vehicles such as passenger cars and pick-up trucks and from non-road engines such as lawn mowers, string trimmers, boats, snow mobiles, snow and leaf blowers, electric generators, and chain saws. The on-site location is U.S. EPA, 109 T.W. Alexander Drive, Research Triangle Park (RTP), NC 27711. This procurement is a non-commercial requirement that will be made under full and open competition. Under this requirement, new analytical technology (methods, instruments, etc.) shall be developed and evaluated for emissions measurement, performance or quality assurance testing, and enforcement testing (e.g., Inspection and Maintenance). Problems related to sampling and analyzing pollutants discharged from internal combustion engines shall be characterized and corrective actions developed. The impact of new engine technology, fuels, and emission control strategies on the nature of pollutants emitted to the environment shall be investigated. Mobile source emission impacts on human health and the environment shall also be characterized. Generally, the services will be performed in existing EPA laboratories with EPA-owned equipment. EPA functions as a client service organization responding to the research needs of numerous organizations. Typically, detailed descriptions of needed research are not available adequately in advance to issue annual or multi-year detailed program plans. The skill mix or scientific disciplines necessary to successfully complete the needed research cannot be projected in advance. The level of effort is limited by the availability of appropriate test facilities. As research needs arise, detailed Work Assignments (WA's) will be issued by the Contracting Officer which provide descriptions of required tests and deliverables. Detailed Work Plans, including necessary labor, shall be prepared for each WA by the contractor. The associated NAICS code 541710 "Research and Development in the Physical, Engineering, and Life Sciences" with a size standard of 500 employees or less. EPA anticipates a cost reimbursement level of effort term award that will contain a 12 month base period of performance and four 12 month option periods. The RFP will be issued within approximately 30 days, and will be available at http://www.epa.gov/oamrtpnc/0510037/index.htm. It will be your responsibility to frequently check the site where the solicitation is posted for any amendments. Proposals will be due 30 calendar days after the RFP is issued. Offerors will be evaluated based upon price and technical factors, including past performance, with technical significantly more important than price.
