- Description
- The Environmental Protection Agency has a requirement for Source Characterization. The work to be performed under this contract involves support to the Office of Air Quality Planning and Standards (OAQPS), Emissions, Monitoring and Analysis Division (EMAD). Specific work assignments will be issued on a quick- response, as needed basis. The information and products derived from the work assignments will be used by the EPA to: (1) develop emission limits and standards for new source performance standards (NSPS), national emission standards for hazardous air pollutants (NESHAP) for source categories, national ambient air quality standards (NAAQS), state implementation plans (SIP), and other Federal regulatory programs; (2) develop emission factors; (3) develop and promote procedures for the use of emission factors for purposes other than regional emission inventories (4) characterize emissions from a wide spectrum of controlled and uncontrolled sources (also known as source characterization); (5) develop and revise regulations or alternative approaches for control of air pollutants; (6) develop and promote compliance assurance monitoring methods(7) development of or promotion of proper and consistent application of stationary source and ambient air emission test and monitoring methods in the development and enforcement of emission control programs nationally (8) training and building capacity for using and developing emissions monitoring and other emissions quantification techniques; (9) build capacity and develop training materials, provide assistance, and provide guidance for air quality monitoring; and (10) support international air monitoring, emissions monitoring, and emissions factor capacity building and training programs. The EPA anticipates the award of two (2) cost-plus fixed fee, level of effort type contracts with a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty (60) months. The procurement will be processed as a full and open competition. The EPA's requirement if for a total of 9,600 base quantity labor hours and 11,000 optional quantity labor hours for the base year and option periods to be equally distributed among both contracts. The total potential labor hours for the total contract period is 103,000 labor hours, to be equally distributed among both contracts. This requirement is a follow on to contract numbers 68-D-01-002 with Midwest Research Institute (MRI) and 68-D-01-003 with Pacific Environmental Services, Inc. (PES), respectively, which will both expire on September 30, 2005. It is estimated that the RFP will be issued approximately on or about April 19, 2005 and proposals will be due approximately thirty (30) calendar days after the RFP issuance date.
