Description
This is not a solicitation announcement and this notice does not constitute any commitment by the Government. This market research and sources notice is to identify potential vendors who are interested in submitting a proposal and capable of meeting the requirements of the Federal Government. The General Services Administration (GSA) has a requirement to provide a total solution contract, for a base period & 3 option years, with the following capabilities: 1. An interoperable, trunked, emergency land mobile radio system with secure voice capabilities in support of joint emergency communication for first responders and that enables the synchronized and coordinated mobilization of emergency police, fire, and ambulance services for the Federal Government located in Hawaii and the surrounding islands, to include Kauai, Oahu, Maui, and Hawaii. 2. The standards-based solutions will provide improved capabilities for different agencies to communicate with each other in the field utilizing compatible land mobile radio subscriber units. 3. Support both purchasing and leasing of radio equipment, associated components, and equipment, inclusive of an exit strategy for the leases. 4. Systems implementation & technical assistance (e.g., help desk services.) 5. Support maintenance, training, and warranty services. 6. Interoperability with existing environment. The existing environment is as follows: a. The current Land Mobile Radio (LMR) network provides trunking technology on Oahu and Hawaii. There are six repeater sites located on Oahu and one repeater site located on the Island of Hawaii. All sites are tided to the Smart-Zone Controller via commercial T-1 lines. The system provides LMR users coverage on both islands as well as between the two islands, via the Smart-Zone Controller. The LMR Controller is a Motorola 3.X Smart-Zone Controller Hand-held Radios equipment; Motorola XTS 3000 and XTS 5000 Mobile Radios equipment; Motorola Astro Base Stations; Motorola Astro Digital Consolette Dispatch Console; Motorola CENTRACOM Gold b. The current trunking system operation in the 406 MHz ? 420 MHz Frequency Spectrum. c. Known constraints: (1) Current trunking system uses ASTRO 3600 Baud system and complies with the following APCO Project 25 objectives CAI Vocoder for 12.5 kHz operation, IMBE Vocoder, and QPSK-C Digital Modulation. All new assets must integrate into existing architecture and function fully and properly. (2) New equipment must be compliant with APOC P-25 interfacing technology.
