Description
The Smithsonian Institution seeks interested small to mid-sized contractors (fewer than twenty licensed professionals in the prime contractor?s firm) to establish an anticipated minimum of three open term Architect-Engineer (A/E) Contracts that would provide design support for Smithsonian Tropical Research Institution facilities in Panama. After award of an open term contract, A/E services will be provided on a work order contract basis. It is anticipated that the contract will be for a period of one year with four one-year options and that the contract may provide a maximum design effort of $750,000 PER YEAR, with individual WORK ORDERS NOT TO EXCEED $250,000 in total for Title I and/or non-Title I services. Services to be provided includes experience and knowledge, but are not limited to the following: architectural and engineering studies (Structural, Mechanical & Electrical), safety issues related to all aspects of the project, testing and analyses; facility and project planning; conceptual design; facilities assessment; evaluation of projects; cost estimating for project proposals and multi-discipline detailed construction cost estimating; value engineering; U.S.A. Federal Code Compliance and accessibility review; commissioning; development of contract documents comprised of drawings and specifications for architectural, structural, mechanical, electrical, fire protection, security systems and hazardous materials abatement for a variety of small projects. Typically the work includes minor repairs, building renovation, facility improvement projects, interior space planning, mitigating accessibility barriers and a limited amount of new facility development. While the work may involve implementing portions of facility master plan projects developed by others, the greater number of work orders will be for smaller projects. Post design services may include construction bid and negotiation support, construction administration, submittal reviews and/or construction coordination, and preparation of as-built record drawings. A/E?s will be expected to respond to Smithsonian requests for services with expediency, thoroughness and a high level of design quality. Bilingual capability is a must for all participants. Firm evaluation and selection will be conducted in accordance with FAR 36.6 (http://www.arnet.gov/far/current/html/Subpart_36_6.html) and will be based on the following criteria: 1.) Prime and subcontractors? qualifications and experience. Basic disciplines shall include architectural, space planning, mechanical, electrical, plumbing, structural, civil, safety, fire protection, security, cost estimating, and hazardous materials abatement. Additional specialists in some or all of the following areas are expected: lighting design (architectural and exhibit lighting), accessibility, exhibit design, roofing and waterproofing, building diagnostics and remediation, sustainable design, acoustics, audio-visual design, food service and retail design, and information technology. 2.) Specialized experience and technical competence of the firm and major subcontractors and consultants with design of, historic structures, scientific/research/engineering facilities, retail and food service design, hazardous materials abatement including lead and asbestos, facilities accommodating large numbers of public visitors, environmentally sensitive sites, renovation of facilities while maintaining operations, and renovation/restoration projects. 3.) Capacity of the project team to accomplish the work within specified time constraints based on submittal of firms? current and projected workloads. 4.) Past performance on contracts in terms of cost control, quality of work, responsiveness and compliance with performance schedules; firm competence in these areas as demonstrated by submittal of internal procedures for quality control, cost control and scheduling. 5.) Firm location/presence in the Republic of Panama. 6.) Computer capability. Contractor and subcontractors must be able to comply with Smithsonian Institution standards for documentation, drawings and specifications. Proficiency in the latest version of AutoCAD and Microsoft Office is required. The successful firm will be expected to sign a standard, unmodified, Smithsonian A/E contract. Interested, qualified firms are invited to submit completed Standard Form 330 ( http://www.acec.org/education/sf330form.pdf ) and other appropriate data--ALL SUBMISSIONS MUST BE WRITTEN IN THE ENGLISH LANGUAGE--to Engineering and Design Division, Office of Facilities Engineering and Operations, Smithsonian Tropical Research Institute, E.S. Tupper Research and Conference Center, Bldg. # 362, Panama City, Rep. of Panama, no later than 3:00 PM on the 30th calendar day after the publication of this notice, or on the next business day if the thirtieth calendar day falls on a Saturday, Sunday or Holiday. Responding firms are required to clearly identify tasks to be performed in-house and those to be subcontracted. Firms must submit the names and supporting qualifications of all subcontractors. Fax submissions will NOT be accepted. Preface submission with an attached original and a loose copy of a brief letter on company letterhead. The Smithsonian will dispose of submitted material 60 days after receipt unless a specific written request is made for its return. Returns will be at the expense of the firm submitting the information. THIS IS NOT A REQUEST FOR PROPOSALS. ALL DOCUMENTATION MUST BE WRITTEN IN ENGLISH FOR PROPER REVIEW AND CONSIDERATION.
