Description
THIS IS COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 ? STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS ? AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND IN ACCORDANCE WITH FAR PARTS 13 and 14. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RA133R-05-RB-1022 and is issued as an invitation for a sealed bid (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. This acquisition is a 100% small business set-aside. The NAICS Code is 334519, and small business size standard is 500 employees. Any amendment(s) hereto will only be published on the Federal Business Opportunities website. The National Oceanic and Atmospheric Administration?s Climate Monitoring and Diagnostics Laboratory (NOAA/CMDL) has a requirement for Ozonesondes with Radiosonde Interface and Battery to be bought over a period of between one and five years (one base period and up to four option years). An indefinite quantity of systems, with a minimum of 200 and a maximum of 500 per year, to be ordered in minimum lots of 50, is required pursuant to this solicitation/contract. Each system shall have the features and/or meet the minimum description/performance requirements provided in Attachment 1 entitled Specifications. ***Purpose: Each Ozonesonde system will be mated to a Vaisala Radiosonde and flown as part of a balloon-borne instrument package for measuring ozone vertical profiles from Earth?s surface to 35km. *** Delivery Terms: Delivery shall be made within 60 days after Contractor?s receipt of each Delivery Order. Deliveries shall be F.O.B. Destination to NIST, Building 22, 325 Broadway, Boulder, Colorado 80305-3328 and marked for Samuel Oltmans. *** Warranty Terms: Contractor shall replace or repair defective units that do not meet the specifications within 60 days of Government receipt. ***BIDS THAT ARE NON-RESPONSIVE-- THAT REJECT THE TERMS AND CONDITIONS OF THIS SOLICITATION --WILL BE EXCLUDED FROM CONSIDERATION. **Period of acceptance of bids: The bidder agrees to hold the prices in its bid firm for 30 days from the date specified for receipt of bids, unless another time period is specified in the amendment to the solicitation. Bidders shall include a properly completed and signed Standard Form 1449. ***BID: For pricing purposes, the following contract line item numbers shall constitute the schedule of Contract Line Items (CLINS): 0001 Ozonesondes with Radiosonde Interfaces and Batteries, Base Period (Effective Date of Contract plus one year) plus four consecutive one-year option periods known as 0002, 0003, 0004, and 0005. The bidder must bid each of the Contract Line Items (CLINS). The bid shall price out 500 units per period for a total of 2,500 units over the five years. For each CLIN, the bid must contain a per-unit price and a total for 500 units. A total shall also be provided for the entire 2,500 units.
