- The U.S. Department of Labor, Employment and Training Administration (DOL/ETA), is soliciting proposals for an evaluation of the Prisoner Reentry Initiative. The evaluation will examine the development of employment-centered programs for ex-offenders that incorporate the key components of the initiative. It will document the principal outputs-stable housing and jobs-expected in each community as a result of these community efforts. The evaluation will focus on grantees' base year and first option year, laying the groundwork for an impact evaluation during the final two years of the initiative. That impact evaluation is NOT included in this effort. The period of performance for the prospective award will be thirty-six (36) months from the date of contract execution. A Cost Reimbursement type contract is contemplated being awarded under this solicitation. This solicitation is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 541611, with a $6 million size standard. Requests for Proposals will be available on the FedBizOpps site at www.fedbizopps.gov, and the DOL site at http://wdsc.doleta.gov/sga/rfp.cfm, approximately 15 days from the date of publication. Request for Proposals in hard copy form will not be available. Closing date for receipt of proposals will be May 2, 2005 at 2 p.m., local time. Requests for proposals must cite RFP-DOL051RP20028.
