Description

The Department of Veterans Affairs, VA Medical Center, San Juan, Puerto Rico intends to negotiate a commercial (FAR Part 12) sole source contract with Centennial de Puerto Rico under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This procurement action is to obtain voice/data/video telecommunication services for various VA locations throughout Puerto Rico and the U. S. Virgin Islands. Contractor must be a local carrier with their own telecommunications infrastructure of towers, broadband, microwave, and fiber landline service within Puerto Rico and the U.S. Virgin Islands. Contractor will diagnose reported malfunctions and furnish labor and materials to restore service to full performance. Contractor is responsible for all owned equipment at any site including replacement of parts/failed components and labor and materials. Contractor will assure voice/data/video transmissions 24 hours a day, 7 days a week. Contractor must provide technical assistance 24 hours a day, 7 days a week. Contractor will have in place a reporting system to facilitate billing and equipment tracking. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation package is available. Interested persons may identify their capability to respond to these requirements by 3:00 P. M. America/Puerto Rico, March 18, 2005. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
