Description
This is a request for information only. It is not a solicitation nor does it guarantee a solicitation will be issued. The 99th Contracting Squadron, Nellis AFB NV, is conducting market research for flight scheduling services for the USAF Weapons School located on Nellis AFB NV. The mission of the USAF Weapons School is to teach graduate-level instructor courses, which provide the world's most advanced training in weapons and tactics employment to officers of the combat air forces. The Weapons School accomplishes its mission by providing graduate-level instructor academic and flying courses to USAF Combat Air Forces (CAF). The School conducts extensive technical off-station training and liaison with CAF units. The Weapons School's squadrons include: A-10, AC-130, B-1, B-2, B-52, F-15C, F-15E, F-16C, F-117, HH-60, MC-130, MH-53, Command and Control Operations, Intelligence, Space, and Support. For this effort, all contractor employees must possess SECRET clearances prior to commencing work. The envisioned work is for both short- and long-range scheduling. Example tasks for short-range scheduling include (but are not limited to): Input finalized data into Patriot Excalibur scheduling tool (PEX) schedules Create schedule shells for three-weeks out (minimum) in PEX based on Weapons School Range meeting, FISM, long-range planning tools, and apportioned munitions Confirm ranges via the consolidated range scheduling reimbursement system (CRT) and ensure MARSA agreements are worked out in shared airspace no later than three-days prior and all squadrons are briefed Ensure squadron schedulers have input flyer and SOF names into PEX no later than 1400 the day prior (1200 on Fridays) Provide aircraft tail numbers to Weapons Squadron operations supervisors and Weapons School aviation resource management personnel no later than 15 minutes prior to flyer step Input operations effectiveness into mission effectiveness website based on data from the Weapons School flying effectiveness debrief sheet Example tasks for long-range scheduling include (but are not limited to): Develop a master Weapons School Program Introduction Document (PID) based on Weapons Instructor Course (WIC) syllabi, Weapons Squadron long-range planning tools, and previous class PIDs once an archive has been established Submit PID updates, as required by the Weapons Squadron, during the year to 98 RANW/XPR Take inputs from Weapons Squadron syllabi and long-range planning tools to develop a Weapons School Consolidated Planning Order (CPO) one-year out (e.g., CPO build in January for following January ? April). The development of CPO builds is a 14-month planning cycle Submit quarterly operations requirements forecasts to Weapons Squadron Operations Officers for review no later than five weeks prior to a new fiscal quarter. Create consolidated Weapons School semi-annual Munitions Expenditure Forecasting Spreadsheet, as well as annual Munitions Forecast Spreadsheet (including adversaries), from Weapons Squadron syllabi and long-range planning tools Take Weapons Squadron long-range planning tools and ACC CPO inputs and translate them into an integrated Weapons School class schedule with integration planning and meetings Use long-range planning tools, monthly Munitions Expenditure Forecasting Spreadsheet, and Weapons School Syllabus Integration Spreadsheet to create consolidated monthly range requests Schedule first week of adversary support unit?s flying to include munitions in (PEX) no later than three weeks prior to execution week. For units staying longer than two weeks, train adversary support schedulers in the use of PEX Provide fair-share and tracking for all Weapons Squadrons for egress training, barrier engagements, orientation/incentive flights, and fly-bys Create a consolidated plan based on long-range planning tools for live ordnance load area and golf revetment scheduling Back up Weapons Squadrons to ensure they comply with 57 OSS/OSOS procedures for cross-country requests If you feel you can provide these services, please submit a capabilities package (please limit capabilities package to 10 pages maximum) to the following recipients: Captain David Huber, 99 CONS/LGCC, at david.huber@nellis.af.mil; Major Robert Chavez, USAFWS/DCOS, at robert.chavez@nellis.af.mil; 1Lt David Rohlinger, 99 CONS/LGCC, at david.rohlinger@nellis.af.mil. Capabilities packages should be submitted electronically, and should be submitted no later than 3:00 p.m. Pacific Time, on Friday, March 18, 2005. Within your capabilities package, please address the following questions: 1. The Government envisions awarding a fixed price contract, where the unit of measure is ?Month.? The envisioned contract duration is a base-period (to go until the conclusion of the fiscal year), plus four option years. Is a fixed-price contract with units of measure of ?month? feasible for this effort? If not, what alternate contract structure do you recommend, and why? 2. Please provide your business size. If a small business, please also provide your small business status (e.g., 8(a), service-disabled veteran owned, woman owned, etc.). 3. If a solicitation for this effort were issued, would your organization submit a proposal as a prime contractor or a subcontractor? 4. What percentage of this effort would be appropriate for a small business set-aside? 5. Based on tasks described above, please provide a range on how much you estimate this effort to cost over a five-year period (if practical, please breakdown cost by year). 6. Please describe your background with USAF operations and maintenance scheduling, as well as background experience with the Patriot Excalibur scheduling tool. 7. Please discuss security clearances for your personnel. Do your personnel currently hold SECRET clearances in order begin work immediately upon contract award? Your participation in this market research is greatly appreciated.
