Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 05SQ170152 is issued as a Request for Quotation (RFQ) and incorporates provisions in effect through Federal Acquisition Circular 01-27. This acquisition is a Small Business set-aside. The size standard is 500 employees and the North American Industry Classification System (NAICS) code is 333994. U.S. Bureau of Reclamation, Grand Coulee, Washington has a fixed price requirement for the following item: CLIN 0001 - FURNACE, dual chamber, heat treating. The upper chamber shall have inside dimensions of at least 18"H x 24"W x 36"D. This chamber shall be capable of a reaching maximum temperature of 2300 degrees F. Wall insulation shall be 9" thick ceramic fiber with hot face to 2400 degrees F. The outside shell temperature shall be less than 150 degrees F above ambient. The door for the upper chamber shall be self aligning and counterweighted to manually rise to open with one hand. The heating elements shall be positioned above and below the upper chamber to provide uniform heating. The lower chamber shall have inside dimensions of at least 18"H x 24"W x 36"D. This chamber shall be capable of a reaching maximum temperature of 1250 degrees F. Wall insulation shall be 8" thick ceramic fiber with hot face to 1700 degrees F. The door for the lower chamber shall be hinged on the side and quick operating latch for positive closure. The heating elements shall be positioned below the lower chamber. The floors of both furnace chambers shall be insulated fire brick and covered with silicon carbide blocks 1-1/2" thick. Both doors shall have safety switches to shut off heating element power when the respective door is opened. The outside dimensions of the dual oven shall not exceed 120"H x 60"W x 110" D. A quench tank on casters shall be included with the oven. The size of the tank shall be at least as large as the inside dimensions of the oven chamber. Power requirements shall be 460V, 3 phase, 70KW. A control transformer shall be included to power the controls. High limit controls shall include a dedicated magnetic contactor operated by a digital high limit controller, Yokogawa Y150L or equal, and type K thermocouple for each oven chamber. The oven temperature controls shall ramp and hold a single set point. The digital temperature controller, Yokogawa UT 350 or equal, shall operate in concert with zero cross SCR power controller for each oven chamber. The control/power panel shall be mounted on the oven and included in the outside dimensions of the dual chamber oven. Thermcraft Model No. 2BHS/A-182436-1260-460, or equal - 1 each. The items must be delivered to U.S. Bureau of Reclamation, Warehouse B - Door 6 - Industrial Area, Grand Coulee, WA 99133 by July 29, 2005. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors - Commercial Items (January 2005), 52.212-3 Offeror Representations and Certifications - Commercial Items (January 2005), 52.212-4 Contract Terms and Conditions - Commercial Items (October 2003), and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (January 2005), and 52.211-6 Brand Name or Equal (August 1999). Clause 52.212-5, paragraph (b) is tailored to incorporate the following clauses by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, and 52.232-33. The Government intends to make a single award to the responsible bidder whose bid is most advantageous to the Government, based on items meeting the specification, price and price-related factors, and delivery schedule considered in descending order of importance as listed here. The closing date for receipt of offers is March 29, 2005. Offers are to be mailed to the following address: Bureau of Reclamation, Code 7810, P O Box 620, Grand Coulee WA 99133-0620, or faxed to 509-633-9175. All sources responding to this Request for Quotation shall do so in writing. All sources responding to this Request for Quotation shall submit information to business status, including identification as to whether small, minority-owned, and/or woman-owned. Include Federal Tax Identification, Dun and Bradstreet Number, and estimated delivery time after receipt of order on your bid. All responsible sources may submit a bid, which will be considered by this agency.
