Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. The Request for Quotation number is DTCG89-05-Q-6PW120 and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-26. This acquisition is unrestricted. The NAICS is 611699. The contract type will be a firm fixed price purchase order. The Government proposes to solicit quotes for the following training. SCOPE: Defense Tactics Training: Training will prepare and equip its members to survive and dominate a physical confrontation. The techniques taught must be able to be used in the tight spaces and limited area found on board vessels. The training is to include retaining and controlling weapon, use of baton, edge weapon defense, i.e. knives, and ground survival when physical contact is made. The number of personnel to be trained is 64. The classes shall be broken down into 4 groups of 16 members. Desired training time per group to be one week. The training is as follows: 14-18 Mar 05 (This date is negotiable to later in the year), 21-25 Mar 05, 11-15 Apr 05 and 18-22 Apr 05. The training must be effective and easy to learn. Instruction shall allocate a time to allow the students to practice the techniques till they are confident in their ability to perform them. The training must be taught on-site at PACTACLET, Marine Corps Recruit Depot, 34000 Guadalcanal, San Diego, CA 92140-5497. Instructors are required to be thoroughly familiar with and certified in the subject matter. Certifications shall be available upon request. Instructors are required to provide their own training aids. AWARD: This purchase will be based on the following criteria: Lowest price for training meeting or exceeding the minimum requirements. The following clauses cited in FAR 52.212-5 are applicable to this acquisition; FAR 52.222-3, Convict Labor, FAR 52.222-21, Prohibition of Segregated Facilities, FAR 52.222-26, Equal Opportunity (E.O. 11246), FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212), FAR 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793), FAR 52.222-37, Employment Reports on Special Disable Veterans and Veterans of Vietnam Era (38 U.S.C. 4212), FAR 232.33, Payment by Electronic Funds Transfer-Central Contactor Registration.
