Description
The Delegation of Greece to NATO plans to release an official Notification of Intent (NOI) to invite interested firms to participate in International Competitive Bidding (ICB) concerning the Hellenic Army plan to provide Maintenance Facilities for Advanced Attack Helicopters at Stefanovikio airbase, Central Greece. It concerns the implementation of the Civil, Electromechanical, and Site Works as well as the required Road constructions. A summary of the Notification is published in the Greek press. This project has been programmed at CP: 3A 0015, Projects 3RS10247-0, 3RS10248-0, 3RS10249-0 and is commonly funded under the NATO Security Investment Program (NSIP), by NATO member states (18 of 27 states) except France, Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, and Slovenia. The project cost is estimated cost at 6.4 million Euros (over $8.5 million USD). The ICB will be carried out according to NATO (ICB) One-Step Procedure. TECHNICAL DESCRIPTION The purpose of this ICB is: 1. The implementation of the Civil Works, of the following buildings in brief: a. Maintenance Helicopter hangar of a total area of 2150m2 approximately. The building will be constructed of reinforced concrete load bearing frame (columns and perimeter beams), external walls formed from metal frame and insulated galvanized corrugated metal panels and roof of galvanized profiled metal panels supported by trussed metal beams. b. Office, storage, workshop etc. building to serve the maintenance hangars of a total area of 650m2 approximately and in continuation to the maintenance hangars. The building will be constructed of a concrete load bearing frame (columns, beams, slabs, foundations) and brick walls. c. Dismantling and reinstalling of two metal storage buildings of total area 1050m2 consisting of metal frame and corrugated metal outer panels with insulation. d. Ammunition storage building of a total area of 90m2. The building will be constructed completely of reinforced concrete (floor, walls, roof) and will be earth filled. 2. The implementation of all required Mechanical and Electrical Works for all the above mentioned buildings. 3. The implementation of all the required works for the construction of a helicopter parking hardstand of a total area of 7300m2 approximately and in addition access surface of approximately 2.300m2. 4. The implementation of all required Site Works, i.e., road construction and vehicle parking areas, of approximately 765m2 in total area. TIME OF COMPLETION OF WORKS The participating firms will have to take into consideration that the project will have to be completed within 400 calendar days from the date of the Contract signature. SECURITY CLASSIFICATION This procurement will be classified up to the NATO RESTRICTED level. VALIDITY OF BIDS The bids offered by participants, will have a validity of 180 days. The Hellenic Army General Staff (HAGS) reserves the right to ask for an extension of the above validity period, if the evaluation of the offers is not completed within the above period. In such a case, the bidders will have the option of accepting or rejecting this requirement, and they will have the possibility to withdrawal their offer after the expiration of the initial validity period of 180 days. ELIGIBILITY It is required that Hellenic Army General Staff (HAGS) be provided with a list no later than 6 April 2005 of qualified and certified firms which may be interested in receiving an IFB for this project. It is requested that all firms interested in participating in this procurement be introduced by their Diplomatic Representative in Athens (Embassy), prior to the deadline, with the required Declaration of Eligibility. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. After the verification of the above requests, those who fulfill the requirements to participate in the ICB will be entitled to receive the Bidding Documents (Cahier de Charges) on 5-6 May 2005. The Cahier de Charges will be handed over ONLY to an officially authorized representative of the firm who will be carrying with him the appropriate letter of authorization and Security Clearance or through their Diplomatic Representative (Embassy) in Athens. In order to secure an entrance for their permit to the HAGS Headquarters, the concerned companies should submit details (Name, Passport or ID number, etc.) by Fax or Telephone, at the latest up to 10 am of the previous day. IMPORTANT DATES AND DEADLINES 1. The deadline to be certified and nominated to the bidder list: 6 April 2005 2. Distribution of Bidding Documents Cahier des Charges): 5-6 May 2005 3. Submission of Bids: 30 June 2005 YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE THE DECLARATION OF ELIGIBILITY FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is the Greek Army. However, only firms that the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 6 April 2005 deadline will be allowed to bid.
