Description
The National Institute on Drug Abuse (NIDA) intends to solicit proposals under a 100% small business set-aside (NAICS 541710, 500 employees) from qualified small businesses having the capability of managing and disseminating to qualified researchers the National Survey of Parents and Youth (NSPY) data sets resulting from the Evaluation of the Youth Anti-Drug Media Campaign sponsored by the Office of National Drug Control Policy. The goal of the evaluation was to determine the extent to which changes in drug abuse related knowledge, attitudes, beliefs, and behaviors can be attributed to exposure to the media campaign. The goals of this project are to: 1) manage the NSPY data and make it available for secondary analyses by legitimate researchers who provide adequate assurances to protect the security of the data; 2) adopt procedures that protect the confidentiality assured to the respondents; 3) conduct training and data user workshops as well as provide technical assistance to users; and 4) conduct analyses using these data as specified in periodic requests from NIDA. The offeror must demonstrate capability in managing complex data sets, providing training and assistance to potential and actual users, and conducting secondary analyses. The contract will have a performance period of three years. RFP No. N01DA-5-5532 will be available electronically on or about March 24, 2005. Please note that NIDA uses a streamlined RFP format which includes only the Work Statement, Deliverables, Reporting Requirements, Special Requirements, Mandatory Qualifications, Technical Evaluation Criteria, and other necessary Proposal Preparation Instructions. All information required for the submission of a proposal is contained in or accessible through the streamlined RFP package. Response to the RFP will be due on or about May 10, 2005. NIDA will consider proposals submitted by any responsible offeror. This advertisement does not commit the Government to award a contract. See Notes 1 and 26.
