Description
The Department of Health and Human Services (DHHS) Program Support Center is soliciting proposals from interested academic health centers (AHCs) located in the Public Health Service (PHS) Region VIII which includes Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. The purpose of this project is to select an AHC in Region VIII as a demonstration projects for diverse womens health programs in the development of a National Center of Excellence in Womens Health (CoE.) Currently, HHS has the funding to make award to only one AHC under the solicitation. However, the solicitation will provide for the flexibility to make multiple awards in the event that funds become available and that favorable proposals are received from multiple sources. The CoE program is a national model program to advance and improve womens health care. The CoE model includes a comprehensive, coordinated, and integrated program in 5 key areas: the retention and promotion of women faculty, professional education, community outreach and public education, clinical care, and research. In FY 2004 the CoE program was transformed with emphasis now directed to professional education incorporating allied health professionals; prevention activities addressing cardiovascular disease, diabetes and obesity, cancer, HIV and AIDS, mental health, violence against women, adolescents, and older women; and those serving underserved populations, especially American Indians. The current 21 CoEs are addressing these issues, serving as premiere womens health care facilities across the country, establishing national models. A comprehensive 2 year national evaluation was completed in 2003 showing the significant impact the national designation makes in the delivery and improvement of women=s health care services. In FY 2004, 2 AHCs were awarded CoE Demonstration Project contracts. They are the University of North Dakota, Grand Forks, and the University of South Dakota, Sioux Falls. The Office on Womens Health (OWH) shall provide technical assistance to develop a model program in any of the AHCs in the states of Colorado, Montana, Utah, and Wyoming in the PHS Region VIII that meet the criteria within this RFP and are closest to implementing a model CoE program within their institution. The Government anticipates making an award to be effective September 30, 2005. The period of performance shall be for a 1 year base period with 3 (1) year option periods. Solicitation Number 05T050029 will be made available on the Federal Business Opportunities website approximately 15 days after publication of this notice.
